Motion by Councflmember Zimmerman and seconded by Councilmember Beyer to <br />recommend that City Council authorize the payment of the billing of $12,608 for the 1993 <br />Community Education Program. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer and <br />Peterson. Voting No: None. Absent: Councilmember Hardin. <br /> <br />Motion by Councilmember Beyer and seconded by Mayor Gilbertson to recommend that <br />City Council authorize the payment of the $1,900 for the extension of the 180 day <br />notification. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson and <br />Zimmerman. Voting No: None. Absent: CouncilmemberHardin. <br /> <br />ConsenSUs of the Council was that they were not yet ready to discuss the Community <br />EducatiOn Program for 1994. <br /> <br />City Administrator Schroeder stated he would write a letter to the district stating that the <br />City does not expect funding to increase beyond the amount budgeted in 1993. <br /> <br />Case 07: Fire Relief Association 1992 Annual Financial <br /> Department <br /> Report <br /> <br />Finance Officer Hart submitted the 1992 Audited Financial Reports for the City of Ramsey <br />Fire Department Relief Association. She stated these reports were audited and prepared by <br />the firm of Malloy, Karnowski, Radosevich & Co., P.A. The major revenue source for <br />the Relief Association is the State Fire Aid which is a percentage of dollars collected by the <br />State from insurance premiums. Other revenues consist mainly of fund raising, donations <br />and inte?t earnings on investments. She stated the overall fund balance for the Relief <br />Associa 'tiaa, combining both the General and Special Fund, was $31,542 on December 31, <br />1993. The General Fund balance of $30,142 is allocable for pensions. <br /> <br />The Finance Committee accepted the report. . . <br />Case gS: Lower Rum River Water Management Organization Proposed <br />. Joint Powers Agreement <br /> <br />City Engmeer Jankowski stated that the current Lower Rum River Water Management <br />Organiz~ttton Joint Powers Agreement has been in place since the inception of the <br />organizatiOn back in 1985. In addition to some concerns the WMO Attorney had regarding <br />the Joint powers Agreement when he was retained by the Organization, state law changes <br />mandate ~that a revised agreement be adopted by August 1, 1993. The WMO Attorney has <br />advised us;that circumstances will allow a reasonable grace period for the August 1, 1993 <br />adoption date, .but we should nonetheless attempt to meet the compliance date as soon as <br />possible, imf. Jankowski explained the costs and the percentages. Councilmember Hardin <br />had exprel~lted concern about a member having such a small percentage having equal voting <br />power. Mr. Jankowski contacted Attorney Curtis A. Pearson to see if the formula for <br />voting power was mandated by law to which the answer was no but that all other WMO's <br />have the same formula. He added there is a great deal of BOWSR (Board of Soil and <br />Water ReSOurces) oversight control. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Zimmerman to table any <br />action on this agreement until a full Council can be present. <br /> <br /> Finance Committee/July 27, 1993 <br /> Page 4 of 6 <br /> <br /> <br />
