With regard to Anoka County Mediation <br />Services, the amount of use was questioned. Police Chief Auspos stated he recommends <br />using this service often. Staff was directed to find out if the mediation service is available <br />to Ramsey residents if the City does not pay membership dues. With regard to the North <br />Metro Mayors Association dues, City Administrator Schroeder stated he would go to the <br />NMMA and let them know we feel their dues are too high. <br /> <br />gl 112 - Economic Development Commission - The operating expenses were explained. <br />Finance Officer Hart explained that the Commission members payments have been moved <br />to personnel services as with all the Commissions. Project Manager Gromberg explained <br />that the BDC does not accept their stipend and would like that money to go into economic <br />development for the City. It was suggested that maybe some of the money could go into <br />having a booth at the Game Fair promoting the City. Funding has been requested for a <br />Ramsey entrance sign and the thought is that the area by Anoka Technical Institute would <br />be a good location for it. <br /> <br />gl 114 - Charter - City Administrator Schroeder stated there is no explanation needed for <br />Charter charges. <br /> <br />gl 118 - Planning and Zoning Commission - Zoning Administrator Frolik stated that there <br />are no major changes with regard to the Planning and Zoning Commission. <br /> <br />#1122 - Horse Care Commission - Ms. Frolik explained that the only thing budgeted to this <br />Commission is her time. <br /> <br />gl 130 - 'Administration - City Administrator Schroeder stated that the salary lines for 1994 <br />do not reOOgnize increases. The proposed adjustments are elsewhere in the budget so this <br />is not a 8ood comparison. Personnel Coordinator McAloney stated that 5% has been added <br />for unenlployment for all employees. She stated that might be a little over but that is what <br />is budgoted now. The supplies are listed at about the same as 1993. Comp worth was <br />discussed, There will probably be a recommendation to redo all of the comp worth studies. <br />The training and repair and maintenance portion of this Department have already been <br />discussed at a previous meeting. The biggest change in the dues is that the League of <br />Minnesota Cities dues have been transferred to the Mayor and Council cost center. <br /> <br />gl 141 - Elections - Personnel Coordinator McAloney stated that Recording Secretary <br />Thieling and she (McAloney) would be handling the election process. She added there is <br />no increale in salary listed for the election judges, the training is for Thieling and <br />McAloney and the money listed for dues is for Thieling to belong to the MCFOA. There <br />are no ele. otions scheduled for Ramsey this year, however, Mr. Schroeder will check on the <br />possible school bond. <br /> <br />gl 153 - Finance - Finance Officer Hart stated that she is requesting an intern to work <br />possibly :March through June to assist at budget time. She is requesting basic <br />governmental accounting classes for Accounting Clerk Mayer. Councilmember Beyer <br />stated she has a problem with basic accounting classes. She understood that the <br />Accounting Clerk had these classes when she was hired. Ms. Hart stated that Ms. Mayer <br />has accoUnting classes but not the government accounting classes and she (Hart) felt these <br />would be,very beneficial as it would give Ms. Mayer a better understanding of the overall <br />picture. Councilmember Beyer then asked Ms. Hart if the addition of these classes would <br />guarantee there would be no additional requests for personnel in the future. Ms. Hart <br />stated that there could be no guarantee in this situation because it depends upon the activity <br />level in the City. <br /> <br />Budget Meeting/August 17, 1993 <br /> Page 2 of 5 <br /> <br /> <br />
