goes toward parks and recreation. He stated they sell ice time to help pay the mortgage but <br />they need the profits from the gaming proceedings to help. If they cannot get that, they will <br />have to,assess the hockey players. Mr. Lichter stated his facility serves as recreation for <br />youth. <br /> <br />Councilmember Zimmerman stated that hockey isn't the only sport the City tries to support <br />for parks and recreation but he understood Mr. Lichter's request. He felt that giving Mr. <br />Lichter'$ Association a variance would not be a good idea; however, he suggested that <br />maybe some of the money could be "diwied" up. <br /> <br />City Administrator Schroeder stated that in the spring the Park and Recreation Commission <br />considers the expenditures out of that gambling fund. He suggested that if the City Council <br />wants to give a subsidy to the Anoka Area Ice Arena Association, it could do so at that <br />time. He agreed with Councilmember Zimmerman that the variance should not be granted <br />because of other organizations but that the request could go to the Park and Recreation <br />Commission. <br /> <br />Counciltnember Beyer stated she, too, was concerned about other organizations and what <br />they would expect if Mr. Lichter's request was granted. <br /> <br />Councilraember Zimmerman inquired if the Association had thought of other ways to make <br />money. <br /> <br />Mr. Lichter replied that they have increased the ice rates by $5 and that they are trying to <br />sell more ice time. He felt that the soccer amenity would help money-wise, plus the <br />association has a fund raiser every year. He doubted they would consider another gaming <br />operation as it is quite costly. <br /> <br />Councilmember Hardin stated that the ten percent amount has been discussed and <br />wondered if the City is out of line with that charge. <br /> <br />Finance Officer Hart stated that Ramsey is one of the only cities who has this charge; <br />however, the 10 percent is comparable. She added that 10 percent is the maximum the City <br />can charge. Ms. Hart stated that the revisions to the current ordinance are being explored <br />and ruled on by the State. <br /> <br />Councilmember Zimmerman commented on the cost to the City by having the Finance <br />Officer dealing with the gambling issues, etc. He added that he would favor the Park and <br />Recreation Commission making a recommendation. <br /> <br />Consensus of the Finance Committee was that no type of variance be granted from the <br />ordinance as it currently exists or as it may exist in the future because it was felt that if the <br />City were to exempt even one organization from the requirements, it would be faced with <br />very similar requests and justifications from each of the other organizations operating in the <br />City. The revisions to the ordinance will continue to be reviewed and all organizations <br />wishing to operate lawful gambling sites in the City comply with the requirements.
