City Administrator Schrocder stated that this is how the EDA budget will be presented at <br />the EDA meeting, directly following the Council meeting on December 14, 1993. <br /> <br />ConsenSus of the Finance Committee was that this budget is what should be presented for <br />adoption at the Economic Development Authority meeting on December 14, 1993. <br /> <br />Case #3: Adopt 1994 Park Dedication Cash Contribution Rates <br /> <br />Finan¢o Offmer Hart stated that when the Committee reviewed the rates and charges, the <br />park dedication fees were not on the chart. Staff is recommending a four percent increase. <br />She suggested this fee be reviewed on a yearly basis. The increase would be from $435 to <br />$450 fo~ single family rural housing with densities less than or equal to one unit per 3.3 <br />acres and all other dwelling units would increase from $620 to $650 per dwelling unit. She <br />stated she surveyed other cities with regard to their park dedication fees. Ms. Hart stated <br />this increase would be effective January 1, 1994. <br /> <br />Councilmember Hardin inquired where Elk River and Andover are with regard to theft <br />charge for park dedication. <br /> <br />City Administrator Schroeder stated that most of other ciries are in the $500 to $800 range. <br />Ms. Hart stated that Blaine is up to $630 as of June 1. <br /> <br />Mayor Cfllbertson arrived. <br /> <br />Mr. Schroeder stated that we did not want it to appear we were raising it too much. <br /> <br />Councilmember Hardin stated he would like to see some other park dedication fees. <br /> <br />Councilmember Zimmerman felt that the developers would not be adverse to a higher rate. <br /> <br />Councilmember Hardin stated the City has some real big plans for park improvement. He <br />suggestelt Staff do more research and bring this issue back for discussion. He suggested <br />Andover, Elk River and Ham Lake be surveyed along with the other cities surveyed last <br />time. <br /> <br />Consensu~ of the Committee was to direct Staff to research park dedication fees further and <br />bring back for discussion. <br /> <br />Case 04: Review Public Hearing Information <br /> <br />City Administrator Schroeder presented the budget public hearing information and inquired <br />of the Committee if they wanted additional information made available. <br /> <br />Councilmember Hardin suggested informing the public of how many dollars this increase <br />will generate (net gain) for the City and a breakdown of what the City can buy with those <br />dollars. <br /> <br />Mr. Schroeder felt it is important to let the residents know that the increase and amount is <br />the City's. portion only.
