The EDC should consider past attendance and the
involvement of the Commission members in projects and programs during the preceding year.
With this in mind, the members were provided with an attendance record for 1992.

Motion by Commissioner Kent and seconded by Commissioner Nelson to nominate Kenneth
Wagner for 1993 Chairperson.

Motion carried. Voting Yes: Commissioners Fults, Gorecki, Kent, Nelson, Schroeder, Ullen and
Vevea. Voting No: None. Abstaining: Chairman Wagner. Absent: Commissioner Greenberg.

Motion by Commissioner Vevea and seconded by Commissioner Gorecki to nominate Darryl Fults
for Vice-Chairperson.

Further discussion: Commissioner Fults informed the EDC that in the event of a conflict of interest
by his business being involved in the sale of property in the City of Ramsey, he would abstain
from ~, voting and~as Vice-Chairperson.

q'/77Pl~Motion carried. Voting Yes: Chairman Wagner, Commissioners Gorecki, Kent, Nelson,
Schroeder, Ullen and Vevea. Voting No: None. Abstaining: Commissioner Fults. Absent:
Commissioner Greenberg.

Case #2: Request for Site Plan Review of AMSCO.

Mr. A1 Harp and Mr. Larry Carlson of AMSCO, 14200 Azurite Street N.W., were present to
discuss their future expansion plans. They have submitted a site plan for a 2,800 square foot
expansion of'their existing facility. The proposed expansion includes a 1,200 square foot space
for offices and 1,600 square feet for cold storage. AMSCO manufactures coating materials for
primarily recreational surfaces such as tennis courts and running tracks. The expansion is in
compliance .with City Code standards with respect to lot coverage and setbacks. The five parking
spaces currently showing on the existing site meet the minimum requirements for one parking
space per employee on the maximum working shift. However, the applicant, at the January 5,
1993 Planning and Zoning Commission meeting, agreed to increase the parking area to eight
spaces, which would include one handicap space. The existing area is not currently paved or
curbed and to comply with City Code, the applicant would be required to pave and curb the
driveway, off-street parking and all loading areas with this expansion. Azurite Street N.W. is not
currently an improved public roadway, but is a roadway which has been maintained by the City for
approximately ten years. The City would not accept the street for public purposes until it is
brought up tO public standards.

The site plan agreement, to be entered into by the applicant for this expansion, would require the
applicant to participate in any petition for public improvements to this area. The proposed exterior
walls of the expansion are proposed to be of 100% metal. City Code requires 50% of the materials
to be other than metal on any wall adjacent to any existing or future streets or structures. Since the
existing structure is made of concrete block, it was originally recommended by City Staff that the
expansion also be of concrete block. At the January 5, 1993 meeting of the Planning and Zoning
Commission, the applicant informed the Planning and Zoning Commission that the metal material
that he intends to use for the surfacing of the exterior of the building would be a lap siding type
material, not the traditional sheets of channeled steel that comes to mind when one thinks of steel
buildings.
Economic Development Commission / January 20, 1993
Page 2 of 4
