escalator.: There is an appeal process available if the employee does not agree with his/her <br />wage inc'rcase. He added that if this plan is adequate for the AFSCME group, it should <br />also be ad~luate for the Exempt personnel. He stated there were additional items addressed <br />at the last meeting that don't have anything to do with AFSCME - such as wage <br />compression. Council has to be concerned that most of these people supervise other people <br />and that .the subordinate employee doesn't surpass her/his supervisor in wages or get too <br />close. There are various levels of compression existing for all of the supervisors. He <br />recommended that Council pass upon the pay program as presented and the medical <br />contribution as approved for the AFSCME group. He added that if someone appeals the <br />increase and he/she is successful in escalating the position, additional dollars would be <br />delivered, retroactive. <br /> <br />Councilrnember Beyer stated that one of the Exempt personnel is on vacation. <br /> <br />Mr. Schroeder stated that the person on vacation has sent him a note stating he is fine with <br />the pay plan. He suggests paying closer to market than what's currently happening, but is <br />okay with the plan in general. <br /> <br />Councilmember Beyer stated that City Engineer Jankowski's car should be addressed. <br /> <br />Councilmember Zimmerman commented that the increases would be retroactive from the <br />first of the year so it really doesn't make a difference if this is passed tonight or not. <br /> <br />Councilmember Beyer stated it would be nice to have it all done fair. <br /> <br />Councilmember Hardin stated he is not in favor of increasing the single coverage amount. <br /> <br />Councilmember Peterson inquired about appeals. <br /> <br />Personnel:Coordinator McAloney stated there is one for sure and possibly two more. <br /> <br />Councilmember Beyer suggested it would be better to wait awhile before making a <br />recommendation on this proposal. <br /> <br />Councilmember Hardin stated it would be okay to wait a couple of weeks, but the appeals <br />could take six months and he doesn't want to wait until the appeals process is over to take <br />action. <br /> <br />Councilmember Zimmerman stated it wouldn't look good to pass this plan in 24 hours. <br /> <br />Councilmember Beyer stated it would be in bad taste. <br /> <br />Mr. Schroeder stated this is the same information the Exempt personnel received a couple <br />of weeks ago with the exception of the actual 1992 figures as opposed to the 1991 <br />escalated. He stated there is no real significant change. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to table this <br />case for two weeks. <br /> <br />Motion carded.
