Mr. Schroeder stated he didn't know what to do but that the issue has to be dealt with. <br /> <br />Councilmember Zimmerman stated he feels the same as Councilmember Beyer - everyone <br />should get at least a cost of living raise and asked what was figured out as a cost of living <br />amount. <br /> <br />Councilmember Beyer stated the cost of living is about 2.5% to 3%. <br /> <br />Councilmember Peterson stated an amount was never figured out. <br /> <br />Councilmember Beyer stated it's difficult to justify a 1% increase when some are getting <br />8% and 9%. <br /> <br />Mr. Schroeder stated that our premise has been to get the people to where their salaries are <br />fair. The larger numbers are to try to bring them up to market. Those with the low percent <br />are closer to market now. The ones farthest from market will never get there if the <br />discrepancies remain. <br /> <br />Councilmember Beyer stated that last time we had an employee in here stating he will be <br />"losing ground" with this proposal and she felt the Police Chief is "losing ground". <br /> <br />Discussion ensued regarding the market for Police Chief pay. <br /> <br />Police Chief Auspos stated he doesn't have much argument with the market figure as the <br />equation that figure carries is quite small. If people are below their markets, and they are, <br />they should get to catch up. He stated he is not begrudging these folks, but felt this <br />proposal was trying to get them to market in three years and he hasn't been able to reach his <br />market in 14 years and his peers are making $54,000 to $55,000 and that's where he wants <br />to be. <br /> <br />Councilmember Zimmerman inquired if the market figures in the years of service. <br /> <br />Mr. Schroeder stated the market figure is all police chiefs for which there's a Stanton figure <br />given. Mid-points for market have been used because if the maximum is used, it "feels <br />worse". Mathematically, it works out the same. <br /> <br />Councilrnember Peterson stated that no law says Exempt personnel have to be treated the <br />same as AFSCME, but added he's heard that AFSCME feels the Exempt personnel are <br />treated differently. <br /> <br />Councilmember Beyer stated AFSCME accepted too soon. She added that we've been <br />talking about getting people up to their market for three years. <br /> <br />Councilmember Zimmerman suggested giving those that had been here for a certain amount <br />of years at least a 3% increase. <br /> <br />Mr. Schroeder stated it would be "more comfortable to raise the floor 3%" as opposed to <br />giving a 3% raise just because someone had been here for a number of years. <br /> <br />Councilmember Peterson inquired what if the 3% would put people above the market. <br /> <br />Councitmember Zimmerman felt that if they had been here a long time it "shouldn't hurt to <br />be paid above market". <br /> <br />Negotiating Committee/February 23, 1993 <br /> Page 3 of 6 <br /> <br /> <br />
