Councilmember Peterson felt he couldn't justify some people being paid above market <br />when there are 70% of the people being paid below market. <br /> <br />Councilmember Zimmerman argued that people who had been here for 18 years are entitled <br />to more benefits than those who have been here for five years. <br /> <br />Councilmember Peterson asked about the benefits for those who have been here for 12 to <br />15 years. <br /> <br />Councilmember Zimmerman stated there should be a policy for escalating, otherwise there <br />is no incentive to stay here. <br /> <br />Councilmember Peterson expressed concern at paying people just for being here. He stated <br />people should be paid for doing a good job. <br /> <br />Councilmember Zimmerman felt that pay for performance would not work. <br /> <br />Councilmember Beyer stated she agreed with Councilmember Zimmerman. The people <br />that have been employed here for a long time show a good level of competency and added <br />that she would not have a problem going above market for some of the employees. <br /> <br />Councilmember Peterson inquired if the people being paid above market would then be <br />willing to take a reduction when the market goes down. <br /> <br />Police Chief Auspos stated that he just wants to be at the level his peers are and if he were <br />paid market and the market went down, he would be willing to take a decrease. He added <br />that as far as being paid above market, the City is paying at the low end; if the maximum <br />market is taken into consideration, the employee wouldn't be paid above market at all. <br /> <br />Councilmember Hardin stated he is definitely not in favor or paying people based on the <br />number of years they have been here. He stated it appears the Exempt personnel are being <br />treated as a bargaining unit and that's not right. Their salary should be based on <br />performance. He stated we came up with this plan to be fair and equitable with the <br />bargaining units, and now we're saying we don't want to be fair and equitable. If we don't <br />want to stick with the same proposal, then we should be looking at performance appraisals <br />and increase each person's wage individually based upon the numbers the performance <br />appraisal comes up with. <br /> <br />Councilmember Zimmerman felt that it might be okay to base an increase on a performance <br />appraisal for the Exempt but it won't work with the Unions. <br /> <br />Councilmember Hardin stated that the Union is not opposed to increases based on <br />performance. <br /> <br />Councilmember Beyer expressed concern that personal feelings would enter into the <br />appraisals. <br /> <br />Councilmember Peterson suggested either adopting this proposal or taking each individual <br />and start over with performance. He added "if we're not going to be fair, let's not call it <br />fair". <br /> <br />Councilmember Beyer stated that AFSCME settled too soon as they could have gotten <br />more.
