Chief Auspos stated he feels uncomfortable with "fairness versus unfairness". He stated <br />"FLSA calls us Exempt, we don't get overtime, others do; is that fair? .... The fact that we <br />are Exempt takes us out of fairness/unfairness". <br /> <br />Councilmember Zimmerman stated we've already settled with AFSCME and it doesn't <br />seem right to tell the Exempt personnel we'll do something else now. We should plan it for <br />next year. <br /> <br />Councilmember Beyer stated we've been saying that for three years. It has to start <br />somewhere. <br /> <br />Motion by Councilmember Peterson that the Negotiating Committee recommend that City <br />Council go along with Staff's recommendation for the Exempt increases. <br /> <br />Motion dies for lack of a second. <br /> <br />Councilmember Zimmerman inquired of Councilmember Beyer if she would be <br />comfortable with this proposal for this year and we could start something different for next <br />year. <br /> <br />Councilmember Beyer reiterated that Staff has been promised for three years that something <br />different would be done and we'll probably be in the same predicament next year. She <br />stated she could go along with this proposal if the four people below a 3% increase were <br />brought up to at least a 3% increase. She did not agree with paying a fiat amount of money <br />to them as that doesn't do anything for their bargaining power next year. <br /> <br />Mr. Schroeder stated that would be a 4.5% actual package cost as opposed to a 3.88% <br />cost. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to direct <br />Staff to work numbers out so everyone receives at least a 3% increase, review these <br />numbers with the affected Staff members, and bring back these numbers for the <br />Negotiating Committee to review. <br /> <br />Further discussion: Councilmember Hardin stated he is not in favor of an automatic <br />minimum unless performance is looked at. <br /> <br />Motion fails. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: <br />Councilmembers Hardin and Peterson. <br /> <br />Performance appraisals were discussed. Mr. Schroeder stated that the new forms were not <br />yet back from the League of Minnesota Cities. Staff was directed to contact the League to <br />"get them going" on those forms. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to table <br />this case until the next Negotiating Committee meeting. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Peterson, Beyer and Hardin. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to reconvene <br />this meeting at another date. <br /> <br />Negotiating Committee/February 23, 1993 <br /> Page 5 of 6 <br /> <br /> <br />
