Councilmember Hardin stated that this formula was used for the AFSCME people and he <br />felt it is/noving people up in their class and it is fair across the board. He felt that if we <br />"pull out!a group of people and modify the low point, it will create trouble with the other <br />groups we've negotiated with". He agreed that the Committee must go with Mr. <br />Schroed~'s recommendation, He added that if anyone is uncomfortable with their <br />increase, 'there is an appeal's process. <br /> <br />Couneilmember Peterson stated that if the Committee doesn't feel this this plan is fair and <br />equitable, then we have to go back and look at the performance review. <br /> <br />Couneilmember Hardin stated he would be in agreement with putting in a performance <br />evaluation and taking the goals out. He suggested that may happen with the AFSCME <br />group as well as they aren't opposed to performance evaluations once the format and the <br />training has taken place. <br /> <br />Councilmember Beyer stated she does not like pay for performance as it is too hard to keep <br />it fair. She feels that's why nothing on performance has happened with the AFSCME <br />group. She felt it was unfair to the long term employees to say you wouldn't pay them for <br />their years of service. She stated that the Exempt personnel does not have to be paid the <br />same as the AFSCME group. She commented that there has been talk before about <br />bringing 'them up to the midpoint market. If we do it this way (Mr. Schroeder's <br />recommctadafion) and say we'll do it differently next year, it seems like a blatant promise. <br />We have one year left on the Council (to Councilmember Hardin) and we haven't done <br />what we'.ye wanted with labor negotiations. <br /> <br />Councilmember Peterson stated if we can't work out performance pay with this group, then <br />we may as well throw it out. Maybe this group is more highly trained, more dedicated <br />public servants and they'd be willing to stake money that they've done a good job. I feel, <br />for example, that Chief Auspos should be rewarded for his job performance as opposed to <br />for the years he's been here. <br /> <br />Chief Auspos stated he has no problem being evaluated. <br /> <br />Mr. Schroeder stated that we should begin implementing the new pay for performance <br />system in April or May assuming the forms are back from the League of Minnesota Cities <br />and the training is scheduled. <br /> <br />Councilmember Hardin suggested that Council is in the process of doing what it promised <br />to do by getting people closer to their market. <br /> <br />Councilmember Beyer stated she is not in favor of paying in "lump sums" as it doesn't give <br />the employee any bargaining power. She stated that just because we've settled with <br />AFSCME, we are under no obligation to deal with the Exempt personnel the same way. <br /> <br />Discussion ensued again regarding performance pay and pay for long term. <br /> <br />Councilmember Hardin stated that this whole process could be sped up. The old <br />performance appraisal forms could be utilized for the exempt personnel and a number could <br />be added for performance.
