CounCiI~ember Beyer questioned if it would be fair. She stated she has a real problem <br />with performance pay plans. She has seen a good, long term employee be crucified <br />because of personal feelings. If a person is disliked, he/she won't get a good review. <br /> <br />Councilmember Hardin stated that personal feelings don't enter into it, only performance <br />issues should. <br /> <br />Councilmember Beyer argued that personal feelings do enter into it. <br /> <br />Councilmember Hardin stated we have to have confidence in the person doing the reviews. <br /> <br />Mr. Schroeder stated he could do the reviews but he wanted to make certain that all the <br />people go into the process feeling it's fair. <br /> <br />Councilmember Beyer suggested giving a base minimum cost of living and put the lump <br />sum payment into a percent. <br /> <br />Councilmember Hardin stated that Council did not do that for AFSCME. <br /> <br />Councilmember Beyer stated we are not bound by law to do the same for all groups. We <br />can treat the Exempt personnel differently if we want to. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to recommend <br />Council grant to Exempt people, Staffs recommendation except that the minimum increase <br />be added to the base so that 2.25% is the minimum increase anyone will receive. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson and Beyer. Voting No: <br />Councilmember Hardin (because he does not agree with the way insurance coverage is <br />handled for employees receiving single family coverage). <br /> <br />Councilmember Beyer requested a case be on a subsequent Finance Committee agenda <br />regarding the City Engineer's vehicle. <br /> <br />Councilmember Hardin stated that had been settled as his vehicle was part of his contract <br />with the City. <br /> <br />Councilmember Beyer stated that everyone else on Staff has had to park their City vehicles <br />and can'tbring them home. <br /> <br />Case #2: Performance Appraisal for City Administrator Ryan Schroeder <br /> <br />City Administrator Schroeder asked that his performance appraisal be done after the goals <br />work session has been completed and direction has been received from Council. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to table Mr. <br />Schroedgr's performance appraisal until after the goals work session is held. <br /> <br />Motion carried.
