Case #3: Schedule Next LELS Negotiations Meeting <br /> <br />Consensus was to schedule the next LELS Negotiations meeting for 6:00 p.m., March 24, <br />1993. <br /> <br />Case #4: 1993 Wages and Benefits for LELS <br /> <br />Patrol Officer's Kuhn and Way were present to state their "demands" for the 1993 wages <br />and benefits settlement for LELS. They are as follows: <br /> <br />1) <br /> <br />Standby Pay - We want the wording changed so the Officer shall receive two hours <br />straight pay instead of a flat rate of $32.00 as some Officers are at a different pay <br />rate. <br /> <br />2) <br /> <br />3) <br /> <br />HOlidays - We have seven now and would like to have 10. <br /> <br />Insurance - We would like the insurance increased from $250 to $280 per month. <br /> <br />4) <br /> <br />Clothing and Uniforms - We would like to include footwear/boots as part of the <br />duty uniform and to increase the Investigator's allowance from $100 to $125 per <br />month. <br /> <br />5) <br /> <br />Proficiency Pay Program - The Union wishes to discuss the status of this program <br />for 1993. <br /> <br />Councilmember Peterson stated that for the other bargaining units, it's in the process of <br />evaluation. It's neither in nor out at this point. <br /> <br />City Administrator Schroeder stated that under the existing contract it's on hold and that's <br />how we're, proceeding into it this year as well. <br /> <br />5) <br /> <br />Proficiency Pay Program (continued) - The Union wishes to increase the flat dollar <br />amounts by $7.00 for each step. <br /> <br />6) Duration - The Union proposes not less than one year, not more than two years. <br /> <br />7) Salary Schedule - Increase in the Top Patrol figure by 4% for each year of the labor <br /> agreement. <br /> <br />Mr. Schroeder stated that under the current schedule used by Metro patrols, the younger <br />patrol officer gets closer to the longer tenure officer real quick. He inquired if the Officers <br />would be interested in something different where it takes the younger officer a longer time <br />to get that close to the older officers. <br /> <br />Officer Way stated that the City of Coon Rapids has stretched it out to eight years and <br />agreed that this idea could be "kicked around a bit". <br /> <br />Mr. Schroeder inquired if the Officers had seen the pay program that AFSCME has <br />benefitted by where it assigns points based on relationship to their class, midpoint, market, <br />mean and they are assigned points for years of service. AFSCME has had the plan for the <br />1992 and. 1993 contract and Exempt Personnel will have it in 1993 and 1994 as well. He <br />offered to run the same tables for the officers and added that it has interesting results. He <br />stated it draws out the increases for the younger tenured employee but is a benefit for other <br />employees.
