Officer Way inquired if that would pit one officer against another and if it's totally
different, how can you rate goals.

Mr. Schroeder stated that goals is all or nothing. You get 25 points if you come up with a
list of goals. Part of the intent of plugging in the numbers is to ensure that everyone gets
the base 25 points. It won't pit one against another it would just have an impact of drawing
increases up farther. In the AFSCME 1993 contract, they averaged a 3.7% increase. The
intent would be to more evenly space pay increases over the 16 years. He suggested that if
the Offic6rs were interested, this program could be discussed.

Officer Way stated that he had seen some get a zero and felt that would pit some against the
other.

Mr. Schr0eder stated that you have the advantage of all being in the same pay class; the
differential would only be by years.

Officer Kuhn stated "we'd have to look at that over a few years to see how it's working for
them". "It may be something to look at in the future.

Mr. Schroeder stated he assumed for this program it would have to be a two-year minimum
contract, preferably a three-year and added that this would be a "whole sale change".

Councilraember Peterson inquired how the officers felt about the number of days spent
volunteering time for things like the Becky Weiss Road-eo, etc.

Officer Kuhn stated that some officers had volunteered, others were on duty. He stated
he'd like to leave it at a totally volunteer basis. If pay is offered, you'd be pitting one
officer against another.

Officer Way stated that Officer Singewald puts in a lot of time and he is compensated with
time off. This affects the patrol unit as we have fewer people to work with. He stated that
Officer Singewald has only worked one day out of several because of his time spent on
D.A.R.E.; the bike road-eo and vacation.

The meeting recessed to hold a closed discussion.

ADJOURNMENT

Motion by Councilmember Hardin and seconded by Councilmember Peterson to adjourn
the meeting.

Motion carded.
