Mr. Schroeder stated that this proposal compensates the officers at a rate above the Stanton <br />group whereas the other groups in the City are paid about 10% below the Stanton figures. <br /> <br />Officer Kuhn stated they were "losing ground" in the uniform allowance and the <br />proficiency area. He felt that last year was a good increase but with this proposal he felt <br />they would be regressing. <br /> <br />Mr. Schroeder inquired what area Officer Kuhn felt they were moving backwards to which <br />Officer Kuhn replied in the area of steps. <br /> <br />Mr. Schroeder stated there is no change other than to stretch out the first prepay step one <br />year. <br /> <br />Officer Way stated that a month ago they turned in a list of what they wanted in the new <br />contract~ He felt nothing was accomplished at that meeting and now this is something new <br />again. He stated with no change in the standby pay and clothing allowance and the same <br />insurance increase as everyone else received, they weren't getting very much. <br /> <br />Mr. Schroeder stated this proposal puts them above thc 1993 class market and inquired if <br />that isn't what they want. <br /> <br />Officer Way suggested that if AFSCME is 10% behind the market, that's their own doing. <br /> <br />Upon inquiry about the five year plan as opposed to the four year (pro-pay steps), Mr. <br />Schroeder stated that it does not have a negative impact on anyone in the Department. He <br />summarized again that the intent of this proposal is to pay at the Stanton Class rate but to <br />stretch the steps out over five years. <br /> <br />Caucus ~$:34 p.m. <br /> <br />Open 5:46 p.m. <br /> <br />Officer KUhn stated that this proposal shuts the door on everything they asked for except <br />the increase in salary and the salary offer is a "numbers game at best". He stated they want <br />to see "fl~t out" increases as far as wages go and with regard to year five for the step pay, <br />there shotfld be something to offer in place of having to go another year. He felt this plan <br />was not fair or reasonable. <br /> <br />Mr. Schroeder felt that the salary schedule was "not bad". <br /> <br />Officer Kuhn stated that I.,ELS doesn't want to "get into that kind of thing". <br /> <br />Officer Way stated that the step plan could be discussed, however, he felt there should be <br />something offered in return. <br /> <br />Officer Kuhn stated they want to maintain their same pay plan as they don't want some <br />officers getting different increases. He stated that the standby pay, a flat $32, is an <br />advantage!for the younger officers so that's a disparity right there. He would like to see it <br />be a straight pay. <br /> <br />Officer Way stated that when they get the court notices, they're taking standby time and it's <br />a minimum of two hours of overtime.
