Mr. Schroeder stated he is opposed to straight pay because it would be an automatic
escalator without discussion. He inquired of the officers what other issues were most
important to them.

Officer Kulm replied the holidays are very important and added that most municipalities
have all these holidays already.

Mr. Schme~r asked which was most important, the holidays or the standby pay.

Officer Kuhn stated that all were important

Officer Way stated that a lot of items were eliminated and felt that what they presented was
the most important to everyone.

Officer Kuhn stated they want to include boots in the uniform allowance, not increase the
allowance itself. He felt it wouldn't abuse the allowance as footwear is part of the uniform.

Mr. Schroeder inquired if the Officers felt they could "work with the salary schedule" as
long as Council comes hack with language as discussed.

Officer Kuhn agreed that they were not that far apart on the wage package but stated the
benefits package has to be better.

Caucus 6:15

Open 6:38 p.m.

Mr. Schroeder stated there are eight officers currently on Staff and three receive single
coverage. It's been suggested to pay 100% of the single coverage and take the money
that's left over and distribute it evenly among the officers with dependant coverage.

Officers Kuhn and Way felt that would be a "tough sell" as it would be treating officers
differently.

Mr. Schr ~oeder stated that the Committee agreed to include boots in the clothing allowance
and to grant the holiday in the first year assuming the officers are not open to a two-year
contract and assuming the salary schedule stays as proposed with the sixth step.

Officer Kuhn stated that the step plan would involve one of the officers and he should be
grandfathered in or leave this out of the discussion until he has reached top patrol. He felt
the officers would like to stick to the pay plan they're used to.

A date for meeting again was discussed. Mr. Schroeder apologized for the officers just
receiving the plan tonight but stated he couldn't explain it to them ahead of time as it would
appear he was:negotiating. He stated he could explain it in more detail in a discussion with
Chief Auspos, Sergeant Gustafson, Personnel Coordinator McAloney and Officers Kuhn
and Way.

Chief Auspos agreed that it couldn't be discussed before either because it would appear as
if they we4e negotiating.

ADJOURNMENT

Consensus was to adjourn the meeting.

Negotiating Committee/March 22, 1993
