Formulate, Ouestions for Filling Commission Vacancy

The Commission agreed to use the same questions as in the past in evaluating prospective Park and
Recreation Commissioners. An advertisement has been placed in the Ramsey Resident. Mr.
Schroeder indicated that results from a recent survey by Quad Cities Cable TV indicate that 86% of
residents in Andover, Ramsey, Anoka and Champlin receive their primary information as relates to
their communities thru the local city newsletter.

Direction and Goals

Lengthy discussion ensued by members of the Park and Recreation Commission and Mr.
Schroeder including general goals and commitments of the Commission, significant present and
future improvement projects, funding, City Council goals related to Park and Recreation, the
effects of therAmericans with Disabilities Act on current and future plans, and alternates to routes
that require residents to utilize the shoulder of the road to connect from one park or trail to the next.

Mr. Schroeder indicated that by closely monitoring the phased trail from Whispering Pines to
Hunters Ridge, the Commission can more closely determine the wet/dry costs for trail areas
including those that utilize fight-of-way.

Status of Outstanding Grant Pro_oosal$

Mr. Boos informed the Commission that prior to April 15, 1993, the City will reapply for funding
for the County Road #116 transportation trail and may also propose a trail project for the
Mississippi Corridor from Federal Transportation funds (ISTEA).

Mark Boos indicated that Federal funding for bikeways may not be the answer for pedestrians
having to use the shoulder of County Road 83 to gain access from one trail to the next. The
Federal funding opportunities need to be clearly transportation related. Mr. Boos suggested
however, that a segment might possibly to added to ride with another proposal to address this
issue.

COMMISSION INPUT

None

ADJOURNMENT

Motion by Commissioner Cook and seconded by Commissioner Gookin to adjourn the meeting.

Motion carded. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, Gookin and
Swokowski. Voting No: None. Absent: Commissioner Johnson.

The regular Park and Recreation Commission workshop meeting adjourned at 9:16 p.m.

Respectfully submitted,

Lihda Mayc~-
Recording Secretary

Mark Bobs
Parks/Utilities Coordinator

Park and Recreation Commission/March 10, 1993
Page 3 of 3
