Oookin pointed out the difficulty of garnering a real opinion when, generally, the <br />most vocal rI~, SOSS are in the minority or will be directly impacted and it is not easy to get a true <br />picture of ~community consensus. <br /> <br />Commissionelc Cook reiterated Mr. Gookin's comments by providing the example of some of the <br />on-site meetings at the parks and stated that those persons directly impacted are the "squeaky <br />wheels". <br /> <br />Mr. Skinner stated that common sense would dictate a result or a compromise. <br /> <br />Commissioner Cook asked the applicants to respond to how they would handle a conflict of <br />interest issue.. <br /> <br />Ms. Johns sta!ed that the first step would be to call attention to that conflict of interest, make it <br />known where-- "'- -Me Commissioner's respective conflict lies and the result would be a clearing of the <br />air and then the discussion could focus on the facts at hand. <br /> <br />Mr. Dvorak stated that he would simply confront the conflict head-on. <br /> <br />Mr. Skinner said that he is always open to new ideas however; he would allow the majority to <br />prevail in the deciSion-making process. <br /> <br />The applicant~ asked the Commission what was the typical time dedication and if there was a <br />Council representative to the Commission. <br /> <br />Chairperson Hetland explained that the time spent by the Commissioners is relative to the <br />personalities ~volVed, the issues at hand, and their areas of interest in some cases. In addition, he <br />responded to the applicants questions regarding how park property is determined and described the <br />park dedicatiO~ process. <br /> <br />Commissioner Cook elaborated on some of the park dedication issues and provided examples of <br />some of the difficulties in reaching an agreement with developers at times. <br /> <br />The applicants asked how the Commissioners would rate their achievements personally. <br /> <br />Commissioner Gookin felt he was doing a satisfactory job, but would like to do more. He <br />explained some of his personal goals with regard to developing the vision and purpose portions of <br />the Comprehensive Park Plan. <br /> <br />Commissioner Cook said that he rates the Commission, as a whole, quite positive and feels they <br />have made dramatic progress in his experience and called attention to the Park District plan as a <br />valuable achievement in ensuring City-wide park development equity. He stated that the <br />Commission,s obviously have differing opinions, but believes that it imparts strength on the <br />Commission. <br /> <br />A discussion ensued regarding the Comprehensive Park Plan and its role in City planning. <br /> <br />Commissioner Fl0rentius pointed to the successful enhancement of existing ordinances in park <br />development. <br /> <br />Chairperson Hetland thanked the applicants for their interest in the Park and Recreation <br />Commission a~d ~aid that they would be notified of their recommendation to City Council as soon <br />as possible.
