Case ~2: <br /> <br />REVIEW THE FIVE YEAR PARK'S CAPITAL IMPROVEMENTS <br />PROGRAM. <br /> <br />Park/Utilities Coordinator Boos and Mr. Schroeder detailed the Park's Capital Improvements <br />Program for 1994-2000. Discussion ensued regarding land acquisition, plans for completion of <br />various parks, and funding sources. <br /> <br />Mr. Bacon ~quired whether acquisition of trees is included in the Park's plan. Mr. Boos <br />explained that a detailed line item development budget for each park is submitted for Council's <br />approval which includes trees for landscaping. <br /> <br />The CommiSsion agreed that the Park's plan will remain as presented with the express <br />understanding that certain items detailed within the plan may change priority based upon needs, <br />opportunities, and fund availability. <br /> <br />Potential uses. for the old school house were discussed, including moving the building to another <br />location, leasing for commercial use, using the building as a "gateway" to Ramsey, using the <br />building as~ office space for parks department, and utilizing the building as an <br />historical/environmental resource center. Commissioner Florentius suggested that the building be <br />donated to Pinoka County to be used as a focal point at the County Park on Highway 10. <br />Commissioner Florentius felt that literature on Ramsey's parks, trails, and other interesting places <br />could be placed in the building. Commissioner Swokowski suggested getting the business <br />community and the Economic Development Commission involved in the process to help defer <br />costs of moving/renovation. Chairperson Hetland feels that a Citizen's Committee should be <br />organized to research renovation costs and moving costs. <br /> <br />Motion by Vice-Chairperson Swokowski and seconded by Commissioner Cook and carded by <br />consensus to: <br /> <br />1. Discuss future use of the building; and <br />2. Get the public actively involved; and <br />3. Postpone recommendations until the Economic Development Committee has had a <br /> chance to make their recommendations; and <br />4. Research costs of moving versus renovation; and <br />5. Relative to the CIP, Staff is to propose improvements for the year 2000 for the <br /> Commission's consideration. <br /> <br />Case #3: DISCUSS PROCEDURES FOR DISSEMINATION OF CHARITABLE <br /> GAMBLING FUND PROCEEDS <br /> <br />Chairperson Hetland left the meeting at this time. <br /> <br />Discussion centered around using the charitable gambling proceeds solely for incidental capital <br />improvements or whether to broaden the field by encouraging private contributions and <br />participation via a matching program. The consensus of the Commission was that several points of <br />issue need clarification prior to a decision. <br /> <br />The Commission agreed that point and qualifying criteria need to be established to effectively <br />manage the program with the option that both can be changed as the City grows and the needs of <br />the community change. Mr. Boos will draw up a plan for January's meeting.
