I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a meeting on Tuesday, August 10, <br />1993 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Finance Officer Jessie Hart <br />Public Works Supervisor Merle Mevissen <br />Jim Trowbridge (Case #4) <br /> <br />CALL TO ORDER <br /> <br />Mayor Oilbertson called the regular meeting of the Road and Bridge Committee to order at <br />6:08 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #4: Jim Trowbridge Utility Connection Charge <br /> <br />City Engineer Jankowski stated that he has received a request from Mr. Jim Trowbridge to <br />reconsider th~ charges which would be incorporated into a development agreement <br />assoeiat~gi with the subdivision of a property he owns on 149th Lane N.W. This property <br />is directly: across from the Ramsey Meadows subdivision and has benefitted from street <br />improven~ nts and sewer and water availability as a result of this subdivision. As such, the <br />property would be subject to the City's policy for assisting individuals with hook-up <br />charges lto water and sewer utilities receiving availability from subdivision extensions. <br />Mr. Janko~sld stated that this policy was reaffirmed at the July 27, 1993 Council meeting <br />where this issue was discussed in connection with the final plat approval of the Sharon Lee <br />Addition.~ Staff was directed to develop a mechanism to assist the subdividers in <br />overcoraitig the cash flow problem of having to satisfy the lateral benefit charges prior to <br />being allo~ed to record the plat and consequently sell the additional lot. Property is not <br />allowed to be subdivided until the fair share cost (lateral benefit) of the improvements are <br />recouped by the City. <br /> <br />Mr. Jim Trowbddge stated he disagrees with the interpretation of the policy. He suggested <br />that Sharon Lee is subdividing to create another lot. In his situation, it is a side by side <br />home andit will not be a more intense use.
