ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ram~ey Road and Bridge Committee conducted a regular meeting on Tuesday, <br />December 14, 1993, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Member~ Present: <br /> <br />Councilmember Gerald Zimmerman <br />Mayor James Gilbertson (arrived about 6:32 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steven Jankowski <br />Finance Officer Jessie Hart <br /> <br />CALL TO ORDER <br /> <br />Councilm{mber Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 6:09 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Street Paving Program <br /> <br />City Engineer Jankowski stated that in 1993, City Council determined it would like to <br />pursue a program to pave the remaining streets in Ramsey. Money has been budgeted for <br />this program to get started. It was felt that an obstacle that prohibited the projects from <br />being done was the high assessment costs. He felt that an appropriate subsidy level should <br />be figured out for this program. He suggested basing the figure on what other residents <br />have paid for projects in the past. He also asked that the Committee make a <br />recommendation to Council with regard to what projects they want to apply the allocated <br />$20,000 to. Mr. Jankowski proposed paving Bison Street in 1994, as it benefits a large <br />number of people and it appears there is interest in having it done. He also summarized <br />some of the other projects/developments for future improvement. <br /> <br />City Administrator Schroeder stated that Staff is recommending that City Council approve <br />this program which would span over a four-year period. If one of the projects gets <br />defeated, it would be moved down the line and would not be subsidized when it comes up <br />again for improvements. He also suggested indexing to deal with inflation. <br /> <br />Councilmember Zimmerman agreed that the following should be forwarded to City <br />Council: ~.) To propose an appropriate subsidy level for proposed street paving program; <br />2) That the amount be indexed to allow for inflation; and 3) That Council accepts the street <br />paving program as a four-year schedule.
