At the direction of the City Council dubino~ preliminary plat review of Tiger Meadows. Staff and <br />the City Attorney discusSed viable options for providing an access to Autumm Heights Park from <br />both Rabbit Street located in Tiger Meadows Subdivision and Nutria Street located in Autumn <br />Heights Subdivision. Attached to th/s case is a sketch drawing referred to as Exhibit A. This <br />sketch provides for a neigJ~borhood connection from Tiger Meadows to Autumn Heights Park <br />and the existing parking lot in Autunm Heights Park, replaces the southerly access to the existing <br />park from Nutria with a northerly access, upgrades the existing parking lot with bituminous <br />pavement and concrete curbing, and provides a second parking lot area that could also be used <br />for a basketball court. <br /> <br />The Park and Recreation Commission reviewed Exhibit A, the two parking lot concept for <br />Autumn Heights Park au their July meeting. They stated their support for a neighborhood <br />connection to the park, however, the Commission was not in favor of using park dedication fees <br />for the park access and associated engineering costs. They also did not see the benefit of having <br />two parking lots within the park. The Commission recommended park dedication fees be utilized <br />to upgrade the existing parking lot and the installation of swings and landscaping, <br /> <br />Attached to this case is a subsequent sketch drawing prepared by City. Staff, referred to as Exhibit <br />B, showing a one-parking lot configuration as discussed by the Park Commission. In looking at <br />providing a neighborhood access from Rabbit Street to Autumn Heights Park and Nutria Street, <br />several factors played into the proposed two parking node configuration: the location of the <br />existing play structure, providing for a green space buffer from a public street (Nutria'Street) to a <br />concrete curbed and bituminous paved parking lot, and existing grades within the park. The City <br />Council should review both configurations and direct staff as to the layout they would like to see <br />constructed. <br /> <br />Recommendation: <br /> <br />Staff is recommending the City Council approve the Final Plat of Tiger Meadows~ <br /> <br />It is staff' s opinion that the neighborhood connection from Nutria Street to Rabbit Street provides <br />better access to Autumn Heights Park from both Autumn Heights Subdivision and the proposed <br />Tiger Meadows subdivision. In conjunction with providing a neighborhood connection to <br />Autumn Heights Park, parking lot improvements will be made with_in the park. Therefore it <br />seems appropriate to utilize park dedication fees for both the neighborhood access connection <br />and parking improvements. Staff is estimating that construction and engineering costs to provide <br />for the access and parking lot improvements to Autumn Heights Park will exceed park dedication <br />fees collected from this plat and the overage will be the City's responsibility. <br /> <br />The Park Commission did not see the benefit of having two parking lots within the park as <br />reflected on Exhibit A. They recommended that park dedication fees be utilized for park <br />improvements (upgrade existing parking lot, addition of swings and landscaping). The <br />Commission was not in favor of utilizing park dedication fees for the access road and related <br />engineering costs. <br /> <br />-228- <br /> <br /> <br />
