d. Condi[ions required for joint use: the proposed joint <br />parking space is within 500 feet of the use it will serve; the <br />applicant shall show that there is no substantial conflict in the <br />principal operating hours of the two buildings or uses for which <br />joint use of off-street parking facilities is proposed. <br /> <br />5. A properly drawn legal instrument executed by the parties <br /> concerned for joint use of off-street parking facilities shall be filed <br /> with the Zoning Administrator, which shall run with the land and <br /> be recorded with the County Recorder's office. <br /> <br />Subd. 5. Residential Development. <br /> <br />A.. In any Residential District, inside parking of licensed and/or <br /> unlicensed motor vehicles and equipment, commercial or private, shall <br /> be permitted. <br /> <br />B. In any Residential District, no outside parking of any motor vehicle or <br /> equipment shall be permitted, EXCEPT as follows: <br /> <br />a. Currently licensed and operable motor vehicles, and one <br />unlicensed and operable motor vehicle, the primary purpose of <br />which is for private transportation or recreational use may be <br />parked in the front yard if on a driveway or in the side or rear yard <br />provided they are parked on a residential parking surface that <br />consists of either bituminous pavement or concrete, or outside the <br />boundaries of the Metropolitan Urban Service Area (MUSA) on a <br />minimum of con bitrecvcled concrete, bitunlin.ous or prepared <br />gavel. <br /> <br />b. Equipment, the primary purpose of which is for private or <br />personal/recreational use, may be parked in the front yard if on a <br />driveway or in the side yard on a residential parking surface of <br />either bituminous pavement or concrete, or outside the boundaries <br />of the MUSA on a minimum of recycled concrete, bitmn.in.ous, con <br />bit or prepared gavel, or in the rear yard. <br /> <br />c. Commercial use motor vehicles and equipment may be <br />parked outside for short-term periods (8 hours or less) or ',v5cn <br /> <br />regutm' basi'; for long te~s under the following conditions: <br /> <br />1.
