Feldman <br />Fetco Properties <br />847 141 st Avenue NW <br />Andover, N[N 55304 <br /> <br />Re: Site Plan - U-Do It Self serVice Car Wash <br /> <br />Dear :Mr. Feldman: <br /> <br />We are in receipt of a Site Plan, consisting of one (1) sheet, dated June 12, 2003, revised July 9, 2003, <br />revised July 14, 2003; a Floor Plan, Lighting Plan, and Building Elevations prepared by EM Branstrom <br />Associates Architects Inc., consisting of three (3) sheets dared June 12, 2003. We are also in receipt of a <br />Survey prepared by Hakanson Pmderson Associates, Inc., consisting of one (1) sheer dated J.une 10, 2003. <br />We offer the following comments: <br /> <br />General: The site plan is proposing to remove 2 existing buildings and develop a 3,960-square-foot self- <br />service car wash on Lot 1, Block 1, ~vers Bend Plaza 2ad Addition. The site is generally located at the <br />intersection of State Highway 47 and 142nd Ave. NW. <br /> <br />Zoning: The site is currently zoned B-I; self-service car washes are a permitted use in this district. <br /> <br />Lot Coverage: The lot in question is 45,700 square feet in size, just over 1 acre. Lot coverage is restricted <br />to 35% or 15,295 square feet. The proposed building size is 3,960 square feet, which results in lot coverage <br />of approximately 9%. <br /> <br />The site is located in the Scenic River Overlay District, which limits impervious surface to 30% in the <br />urban area of the disrr/cr. The current owner (BP Amoco, Inc.) received a vahance to this requirement, to <br />allow 58% impervious surface coverage. The variance was issued on April 27, 1988. The submitted site <br />plan indicates an imperv.ious surface coverage of 55%; the reduction in impervious surface is due to the <br />elimination of a paved access onto TM 47. <br /> <br />Accessory Use: Commercial or business buildings and structures for a use accesso~5, to the principal use <br />are permitted, but such use shall not exceed 30% of the goss floor space of the principal use. There are no <br />accessory buildings indicated in the current proposals. <br /> <br />Utilities: The facility will be served by municipal sewer and water facilities. <br /> <br />-43fi- <br /> <br /> <br />
