U-Do it Self Service Car Wash - Site Plan <br />July 1,200_3 <br />Revised July 17, 2003 <br />Page 2 of 4 \ <br /> <br />Setbacks: The building location exceeds the 35-foot front and rear yard and 10/202foot side yard setback <br />requirementS; City Code requires a 20~foot ween space area adjacent to all public roads, which the <br />.proposed development appears to meet, except for a 10-foot ~een space on the area between the two <br />drives onto 142naAve. Since other curb work will be requested on this site, the City will require that this <br />curb be reconflgUred to come into compliance with the peen space standard. <br /> <br />The' R-1 District is located across Xkimo St. from the site. City Code requires a 35-foot setback for <br />structures, off-street parking, driveways, and outside sales and display areas, which the proposed project <br />appears to meet. -: <br /> <br />Screening: The surrounding properties to the south and west are zoned PUD Commercial and PUD, <br />respectively, and do not require screening. The property located to the north is also zoned B-1. The <br />properties located to the east, however, are residential. City Code requires.a landscaped buffer of at least 20 <br />feet in width between different use districts separated by a street. The submitted site plan appears to meet <br />the dimensional requirement, but additional screening materials will be required. Screening options <br />include vegetation, decorative fencing, and/or a berm; the selected screening option must be at least 5 <br />feet tall. Staff is recommending vegetation in ti-tis situation. Please consider including cordfers (~ven <br />their potential for year-round screening), possibly in some type of cluster arrangement. The Ramsey <br />Tree Book should be referenced when determining which species to install. <br /> <br />Landscaping: The site' plan includes both the e,'dsting trees on the site as well as the trees that wiil be <br />installed. The plan shows that there are currently fourteen (14) trees existing on the site, of which, four <br />(namely the spruces) could be consid.ered significant. The remaining ten trees are a m/x 0f young Ash, <br />Maple, and Elms. No trees will be removed during the development of this site. <br /> <br />The site has roughly 600 lineal feet of public road frontage, wb_ich results in the need for a minimum of <br />eighteen (18) trees along the three public roads (five along Xk~mo St., 8 along 142ad Ave, and 5 along <br />St. Francis Blvd). The four ex/sting spruces along-X]dmo St. can be used to partially satisfy th/s <br />requirement, However, at least one additional tree needs to'be ~planted along the ~astern boundary (the <br />plan shows two Globe Arborvitae but these are shrubs, not overstory trees). <br /> <br />Along 142"d Ave, the plan shows four trees. However, it is unclear if these are existing trees or if they <br />are to be installed (letter C represents both existLng Maples and ones that will be installed and there is <br />no corresponding species associated with the letter F in the species palette). Th/s discrepancy needs to <br />be clarirqed. Moreover, an additional four trees should be installed to fulfill the required public street <br />frontage plantings. If spacing becomes a limiting factor, it is recommended to install a few of these <br />along the Xldmo St side to further screen the business from the residential zoning district across the <br />street. The Rm-nsey Tree Book should be referenced when determining which species to install. <br /> <br />Along St. Francis Blvd, the site plan shows three (3) Globe Arborvitae will be installed. Again, this <br />species is a shrub and thus does not satisfy the requirement of one overstory tree per 35 lineal feet of <br />public street frontage. A minimum of five (5) overstory trees will need to be planted along th.is street <br />frontage. The Ramsey Tree Book should be referenced when determining wi/ch species to install. <br /> <br />-437- <br /> <br /> <br />
