Director of Public Works/Fire Chief Ko, pier stated that Mr. Madsen is an excellent employee and <br />has been a real asset to the Public Works Department. <br /> <br />Councilmember Cook inquired if the City were to change to a City Manager form of government <br />would the City Council still have to deal with these types of issues. He stated that City staff has <br />much more lcnowledge of an employee's work performance than the City Council does. <br /> <br />Human Resources Manager Reed explained that under the City Manager form of government the <br />City Administrator would have the authority to h/re and fire employees. <br /> <br />Assistant City Administrator Nelson stated that staff could do some research to see if there are <br />some policy changes that could be made to allow staff to handle some of the issues. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Kurak, to recommend that the <br />City Council adopt the resolution ending the probationary period for Mr. Madsen and granting <br />status as a full-time regular Public Works Maintenance Worker. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, and Councilmembers Pearson, and Kurak. <br />Voting No: None. <br /> <br />Case #5: Consider Ending Probationary Period for Police Sergeant <br /> <br />Human Resources Manager Reed stated that at its November 26, 2002 meeting, the City Council <br />promoted Bradley Paplham to the position of full-time Police Sergeant effective November 27, <br />2002. Mr. Paplham has successfully completed his six-month probationary period and the Police <br />Ch/cf recommended that Mr. Paplham be retained as a full-time regular Police Sergeant. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the <br />City Council adopt the resolution ending probationary period for Bradley Paplham and granting <br />status as a full-time regular Police Sergeant. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, and Councilmembers Kurak, and Pearson. <br />Voting No: None. <br /> <br />Case #6: Consider Ending Probationary Period for Police Captain <br /> <br />Human Resources Manager Reed stated that at its November 26, 2002 meeting, the City Council <br />promoted Tim Dwyer to the position of First Sergeant effective November 27, 2002. On January <br />28, 2003, the position of First Sergeant was changed to Captain. Mr. Dwyer has successfully <br />completed his six-month probationary period as Police Captain and the Police Chief <br />recommended that Mr. Dwyer be retained as Police Captain. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the <br />City Council adopt the resolution ending the probationary period for Tim Dwyer and granting <br />status as full~time regular Police Captain. <br /> <br />Personnel Committee/June 24, 2003 <br /> Page 4 of 5 <br /> <br /> <br />
