Committee and AFSCME reached a tentative agreement and are asking for City Council <br />approval on the following: An average wage increase of 3.7% with a minimum of 2.25% <br />along with some language changes regarding H.E.O. pay, etc. <br /> <br />Councilrnember Beyer expressed concern with number 8.5 in the tentative agreement <br />(12/29/92}. She felt it was unfair not to get paid H.E.O. pay on overtime, etc. <br /> <br />Mr. Schroeder stated the H.E.O. pay will be averaged out. <br /> <br />Mr. Schr0eder stated that with this proposal, the City is moving in the right direction to get <br />the market and the midpoint more in sync. <br /> <br />Councilmember Hardin stated he is opposed to increasing the medical benefits for the <br />single coverage employees because of the cost to the City; however, he is not opposed to <br />increasing the family coverage premium contribution. <br /> <br />Councilmember Beyer commented that this plan of giving equal medical coverage to <br />employees, whether it be family or single coverage, has been in place for 10 years or more. <br /> <br />Motion by Coun¢ilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />the 1993 labor agreement with AFSCME Local 2454 as proposed. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Beyer and Zimmerman. Voting <br />No: None. Abstain: CouncilmemberHardin. Absent: Mayor Gilbertson. <br /> <br />Case #3: 1993 Wages and Benefits for Exempt Employees <br /> <br />City Administrator Schroeder stated he met with the Exempt personnel and presented them <br />with the pay table included with the agenda. He stated that Exempt should follow the same <br />format as AFSCME and the percent of cost increase will be no more than AFSCME. He <br />stated that City Engineer Jankowski feels his market is inaccurate. <br /> <br />Chief Auspos expressed concern that with the plan as proposed, he will never reach the <br />maximum of his pay grade even though he has been with the City for 20 years. <br /> <br />Sergeant Gustafson stated that with this plan, he will be in the position of "falling behind". <br /> <br />Councilmember Zimmerman inquired how Personnel Coordinator McAloney ended up <br />with the highest points. <br /> <br />Ms. McAIoney replied that she was the furthest away from the market and midpoint and <br />that her position is still playing "catch up". She added that her beginning wage was at 80% <br />of the minimum for her pay grade in comparison to some others hired closer to the <br />minimum. <br /> <br />Mr. Schroeder stated that a concern of his and Ms. McAloney's was that if either of them <br />shows an increase above the norm, it would seem as if the plan was done to benefit <br />themselves. <br /> <br />Councilmembers Beyer and Zimmerman commented that it "looks that way". <br /> <br />Mr. Schroeder explained that it was he and Councilmember Peterson who came up with <br />this plan to begin with.
