Councilmember Hardin stated that all members of the Negotiation Committee agreed to use
this plan.

Ms. MeAloney explained that this plan recognizes employees hired at a wage significantly
below average and attempts to more quickly correct it. She added that AFSCME felt secure
enough with this plan to put it on the table for a vote. She added that the Council could
vote on ,the plan without her position being included meaning they could deal with hers
separately as they do with Mr. Schroeder's contract.

Councilmember Zimmerman felt there should be compensation for the number of years an
employee has been with the City.

Council directed that a Time Spent Profile be done for Sergeant Gustafson and if an
increase is determined, it should be retroactive. Council also directed that the newest
Stantonl Survey be reviewed, plus inquire of other cities with regard to Sergeant
Gustafson's pay.

Council directed that all markets (Stanton) be researched again. The Exempt personnel
should be done immediately and the AFSCME group should be completed prior to the next
negotiations. Council asked that the figures be placed on a subsequent agenda.

Case #4: 1993 LELS Negotiations (Closed)

Case #$:

Discussion of the Process of 1993 Wages and Benefits for City
Administrator Ryan Schroeder

Council suggested that three to four questions be asked of the Exempt personnel with
regard to a review for Mr. Schroeder (i.e., how well does Mr. Schroeder get along with the
employees, how well does he communicate, does he keep his promises, etc.).

Council also directed that other cities be contacted for wage comparison for City
Administrators.

ADJOURNMENT

Motion by Councilmember Zimmerman and seconded by Councilmemher Hardin to
adjourn the meeting.

Motion carried. Voting Yes: Councilmembers Peterson, Zimmerman, Hardin and Beyer.
Voting No: None.
