Mr. Karst stated he was proud of his inspection reports but that he doesn't want the Council and <br />his neighbors to think he is in compliance only because the "pressure was on." He stated he's <br />always bee,n interested in taking care of the problems, He does not want to go ahead with the site <br />plan at this :time because he'd like to confer with his neighbors first to avoid confrontations. He <br />added he would be in favor of improvements such as City sewer and water and paved streets. <br /> <br />Councilmember Peterson inquired about the number of busses on Mr. Karst's property. <br /> <br />Mr. Karst replied he had transferred them to a different site and will be dismantling them on-site, <br />one at a time in a screened area. He stated that he quit the dismantling of engines and <br />transmissions which meant laying people off. He asked to be able to start the dismantling <br />operation up again and put these employees back to work. <br /> <br />Councilmember Zimmerman stated that he visited Mr. Karst's operation and feels it has improved <br />considerably. <br /> <br />Ms. Frolik stated that Mr. Karst's conditional use permit prohibits dismantling on site at this time, <br />therefore, it would require an amendment of his CUP. <br /> <br />Mr. Gengler inquired if the disassembly process could begin in the interim to keep the people <br />employed. <br /> <br />Councilmember Peterson and Councilmember Zimmerman stated they were not ready to make that <br />decision. <br /> <br />Councilmember Hardin inquired where Mr. Karst moved the busses to. <br /> <br />Mr. Karst stated he moved them to the GIC property in Ramsey. In 60 to 90 days the busses will <br />be dismantled and gone and there will be no future purchasing of any quantity of busses. <br /> <br />Councilmember Hardin inquired if Mr. Karst intends to use the GIC property for storage to which <br />Mr. Karst replied no. <br /> <br />Council directed that, in accordance with the procedure established in the City Code, Staff is to <br />work with Dan Karst to get a conditional use permit amendment to allow the disassembly of <br />engines and transmissions at his facility. <br /> <br />Case #3: 1993 Council Organization <br /> <br />The following nominations were made to the various committees and positions for the year 1993: <br /> <br />Councilmember Beyer nominated Kenneth Peterson as acting Mayor. <br /> <br />Councilmember Peterson nominated Glen Hardin and Gerald Zimmerman to the Personnel <br />Committee with Kenneth Peterson as alternate. <br /> <br />Councilmember Hardin nominated the entire Council to the Budget Committee. <br /> <br />Councilmember Beyer nominated James Gilbertson and Gerald Zimmerman to the Road and <br />Bridge Committee. <br /> <br />Councilmember Beyer nominated Glen Hardin, Kenneth Peterson and Sheila Beyer to the <br />Negotiating Committee. <br /> <br />City Council/January 12, 1993 <br /> Page 4 of 8 <br /> <br /> <br />
