I I I I I I I® I i I I I I I !o Case #11: Adopt 1993 Park Dedication Cash Contribution Rates City Administrator Schroeder stated that the Park and Recreation Commission are recornni0'ndiiag that City Council approve cash contribution for park dedication for single family ~ousing with densities less than or equal to one unit per 3.3 acres be increased from $350 por~dwelling unit to $435 and that all other dwelling units be increased to $620 per dwelling unit from $500. He stated a survey is included which shows that the figures recomnlended are "middle of the road" in comparison with other municipalities. As with ordinance revisions dealing with fees, Staff is recommending that this be passed by resolution. Councilmember Hardin commented that even with the increase, the City of Ramsey's park dedicatiOn fees are still lower than most other cities. Councilmember Zimmerman stated he like to see a graduated scale like Elk River has. Motion bY Councilmember Hardin and seconded by Mayor Gilbertson to adopt Resolution g93-01-013 adopting the 1993 Park Dedication Cash Contribution Fees. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. Voting No: Councilmembers Beyer and Zimmerman. Case #12: Adopt Ordinance Amending Chapter 2 of the Ramsey City Code City Administrator Schroeder stated that the adoption of this ordinance would allow Council'to change its meeting time and also amend its order of business from time to time. Adoptio~n of this ordinance would also require any member serving on a Board or Commission for the City of Ramsey be a resident of the City of Ramsey. Staff is suggesting amending Council meeting time from 7:30 p.m. to 7:00 p.m. Motion bY Councilmember Hardin and seconded by Councilmember Peterson to adopt Ordinance ~)3-02 amending Chapter 2 of the Ramsey City Code. Further discussion: Councilmember Zimmerman stated he objects to the part about having to be a RamSey resident to serve on a Board or Commission because of the Economic Development Commission. Motion~arried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. Voting No: Councilmembers Beyer and Zimmerman. Case /113: Proposed Amendment to Ramsey City Code Chapter 9 (Zoning and Subdivision of Land). Section 9.20.22 (B-2 Business District) Zoning Administrator Frolik stated that the amendments to the B-3 Business District reduced the frequency by which conditional use permits would be required. The proposed amendment to the B-2 Business District is in accordance with those same changes. As with the B-3 District, all properties deficient of the required site improvements (pavement and curbing) Will have until January 1, 1997 to get into compliance. Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to introduce Ordinance ~t93-XX to amend the B-2 Business District regulations. Motion carried.
