m <br />m <br />m· <br /> <br />COUNCIL BUSINESS <br /> <br />PUBLIC HEARING <br />Case #1: 1993 Community Development Block Grant (CDBG) Funds <br /> <br />Mayor Gilbertson adjourned the regular City Council meeting at 7:38 p.m. in order to <br />conduct .the following public hearing: <br /> <br />m <br />m <br />m <br />m <br /> <br />1) 1993 Community Development Block Grant (CDBG) Funds <br /> <br />Mayor Gilbertson called the regular City Council meeting back to order at 7:43 p.m. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to direct <br />Staff to prepare a case and recommendations for allocation of the CDBG funds for the <br />February 23, 1993 Council meeting. <br /> <br />Motion Carded. Voting Yes: Mayor Gilbertson Councilmembers Peterson, Hardin, Beyer <br />and Zimtnerman. Voting No: None. <br /> <br />Case #2: Community Service Award Presentation <br /> <br />m <br /> <br />! <br />m <br />m <br />m <br /> <br />City Ad inistrator Schroeder stated that Council recently, upon suggestion of the Park and <br />Recreation Commtss~on, mmated a new program called the Community Service Award <br />which is to recognize citizens for giving above and beyond the norm. <br /> <br />Mayor Oilbertson announced the recipients and handed out the certificates. <br /> <br />Councilmember Hardin thanked the volunteers and announced upcoming events at which <br />the City will again be looking for volunteers. <br /> <br />Case #3: Status of Hog Farm <br /> <br />City Attorney Goodrich stated that at the March 10, 1992 meeting, the City Council <br />directed that the number of hogs on the Barthold farm be reduced from 750 to 450. That <br />has never been accomplished. In August 1992, the numbers increased to over 700 again <br />and at tliat time a public hearing was held. Staff was directed by Council to have the <br />nuisance abated. At this time, the number of hogs has been reduced from 750 to 350. Mr. <br />Goodrich asked for further direction from the Council. He added that one of the options is <br />to wait to see if by reducing the herd to 350, the odor would also be reduced. <br /> <br />Letters have been received from Carol Brash, Jerry Tollefson and David Mott requesting <br />the City proceed with the prosecution. <br /> <br />Pat and Karen Krizaj suggested waiting to see if reducing the herd to 350 would help. <br /> <br />m <br />m <br />m <br /> <br />John Weaver, Vice President of Boy Scouts of America - Viking Council, stated that the <br />Viking Council owns the 160 acre camp across the highway from the Barthold hog farm. <br />The camp was established in 1967. Last year they had 19,500 campers at the facility. The <br />impact of~ the nuisance being discussed is dramatic and noticeable to the campers. He stated <br />that they;had campers and their parents leave because of the odor. He felt this is not a <br />normal f~arm odor as it lingers, lasts and permeates. He stated he regrets making these <br />comments as Jake Barthold is a good friend of his; however, he wishes to have this <br />nuisance~ resolved.
