She suggested waiting to see <br />~f cutting,the herd ~n half works. She added that the economy ~s bad and she would hate to <br />see himl'"pushed out of Ramsey". She stated that her family raises chickens for food and <br />they waiat to be able to continue to do so. She does not want the area zoned "City". <br /> <br />Leon Walgrave, 5591 - 156th Lane N.W., Ramsey - stated he has been living here for 17 <br />years and on behalf of himself and other homeowners in the perimeter of the pig farm, <br />one's home is one's greatest investment. Anyone wanting to relocate and sell their home <br />wouldn't have a chance if the prospective buyer smelled the odor from the hog farm. He <br />stated ha would like to see the matter on the court calendar and added that "we won't know <br />the real Situation until the weather gets warmer". <br /> <br />Mr. Goodrich inquired of Mr. Walgrave if he could smell the odor in the winter months to <br />which Mr~ Walgrave replied he could, somewhat. <br /> <br />Jake Barthold commented that if Mr. Walgrave could notice the smell in subzero days, he <br />must be .smelling something else. Mr. Barthold felt it is unfair to be taken to court as he <br />has cut his herd in half as was directed and he felt, in all fairness, this should be given a <br />chance. <br /> <br />Councilmember Hardin inquired of Mr. Barthold if he would be willing to concrete the <br />floors of the hog pens to which Mr. Barthold replied he would have to have something in <br />writing fi~Om the City Council stating he could continue to operate then because of the large <br />monetary investment. <br /> <br />Mayor (}ilbertson stated the City understands agriculture but it also understands neighbors <br />with their large investments. <br /> <br />Mr. Barthold stated he does too. He felt cutting the herd by such a large number should <br />help and~ should be given a chance. He added that a month before the other Council <br />meeting iwhere his farm was discussed, he stated he came to City Staff and said he <br />wouldn't be able to make the cutback deadline - then you (to the Mayor) chastised me at the <br />meeting. <br /> <br />Councilmember Hardin inquired if the City holds off prosecution now and the odor <br />problem Persists this spring, how long would it take to get the issue back on the court <br />calendar? <br /> <br />Mr. Goodrich stated about 60 days if it is treated as a misdemeanor; it could go faster if you <br />get a civil injunction. <br /> <br />Mayor Gilbertson suggested trying it as Mr. Barthold asked; however, he stated if the <br />problem persists, the City will do what it has to do to correct it. <br /> <br />Resident,, 6005 - 157th Lane N.W., inquired if some of the smell could be from the <br />garbage Mr. Barthold bums to feed his herd. <br /> <br />Mr. Barthold stated he doesn't burn the food, it is cooked in a boiler. <br /> <br />Mr. Goodrich stated that in the event this rises to be a significant nuisance as it was last <br />summer, it is not possible to rash the court. If left as is, the City could bring court action <br />with the first appearance being in February. If there is to be a jury trial, a pretrial would be <br />held in April or May.
