I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Doug Fountain, 15255 Garnet, stated that on two occasions he smelled the odor and he <br />lives 2-[/2 to 3 miles west of Mr. Barthold. <br /> <br />Upon inquiry, Mr. Barthold stated that he has no sows; therefore, the herd size will stay at <br />350. <br /> <br />Darlene Perrin, 5490 - 156th Lane N.W. stated that in the information from Mr. <br />Goodrich~s meeting with the veterinarian, he (vet) had commented that the odor would <br />linger after the pigs are gone. She stated that on her dad's farm, they had pigs for about <br />three years and the smell lingered for about five years after they were gone. <br /> <br />Mr. Barthold stated that the aroma is much worse where there are "critters" stirring it up. If <br />the land was left idle and sealed over, the smell wouldn't be raised. <br /> <br />A1 Pear ~s0n, 14821 Bowers Drive N.W., Ramsey, stated if the pig herd has been reduced <br />to half and they are running on the same area as was the 700, it can't help but reduce odor. <br />He added that by rotating yards, the smell can be kept to a minimum. The trick is to keep <br />the yards dry; however, you can't control the weather. <br /> <br />Councilmember Zimmerman asked Mr. Barthold what his long term plans were for his <br />farm. <br /> <br />Mr. Barthold stated he would like to keep his herd at 350 as anything less wouldn't be an <br />operation. <br /> <br />Following discussion of possible court times, etc., City Attorney Goodrich informed Mr. <br />Barthold that the court is interested in abating the nuisance o it will not put him out of <br />business; <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />continue to pursue in court to abate the nuisance and if the situation improves, the City will <br />cancel the court proceedings at that time. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin and <br />Petersom -Voting No: Councilmember Beyer. (She felt Mr. Barthold should be given a <br />chance beoause he has been cooperating with the City Attorney.) <br /> <br />Case #4: Request for Final Plat Approval of Bona Addition, a Minor <br /> Subdivision; Case of John Bona <br /> <br />Zoning Administrator Frolik stated that Mr. John Bona has submitted application for a <br />minor subdivision to be named Bona Addition. The availability of municipal water and <br />sanitary l~ewer resulting from the development of Ramsey Meadows to the east of the <br />subject property has prompted Mr. Bona to subdivide his property into four single family <br />urban residential lots. Park dedication will be cash. Ms. Frolik stated that if the resolution <br />changing! park dedication fees is passed, the new fee will be $620 per lot; however, Mr. <br />Bona has, l~een in the process of subdividing for three months and is asking that he pay the <br />$500 fee the City presently charges. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt <br />Resolution g03-01-012 granting final plat approval to Bona Addition with a park dedication <br />fee of $500 per new lot created. <br /> <br />Motion carried.
