I <br />I <br />ie <br /> <br />COUNCIL BUSINESS <br />PUBLIC HEARING <br /> <br />Case #1: <br /> <br />Improvement Project #92-20 (Bituminous Surfacing of Bison <br />Street N.W. from 171st Avenue N.W. to 173rd Avenue N.W. <br />and Improvement Project 4192-23 (Bituminous Surfacing of <br />Bison Street N.W. South from 171st Avenue N.W. to the <br />Northern Boundary of Trott Brook Ridge Addition) <br /> <br />City Engineer Jankowski stated that this case involves two projects. The purpose of each <br />includeS, the paving and grading of Bison Street N.W. He stated there has been a <br />considerable history for this project and summarized same. <br /> <br />Mayor Gilbertson adjourned the regular City Council meeting at 7:49 p.m. in order to <br />conduct tlie public hearing on Improvement Project g92-20 and g92-23. <br /> <br />Mayor Gilbertson called the regular City Council meeting back to order at 8:58 p.m. <br /> <br />I <br /> <br />Council~ember Hardin suggested proceeding with the northern project and look into <br />vacating 1"71 st Avenue. If it doesn't create a problem, go ahead with the southern half as a <br />cul-de-sac. <br /> <br />Mr. Jankowski inquired if he should schedule another public hearing or just a feasibility <br />study for City Council to review. <br /> <br />I <br />I <br />I <br /> <br />Mayor Gilbertson suggested proceeding with the northern project, look into vacating 171 st <br />Avenue N.w., check out the repercussions of having a cul-de-sac with regard to the school <br />buses, fire and police emergency vehicles. If people are agreeable to this, he felt it <br />shouldn't be such a hard decision. <br /> <br />Mr. Jankowski stated he could provide the amendments to amount assessed by the next <br />Council meeting. It doesn't appear it will be greater than 10% so there won't need to be a <br />public hearing. This will be scheduled as a case. <br /> <br />Council directed Staff to proceed with the Northern project. <br /> <br />Refer to page 5 for additional discussion. <br /> <br />CITIZEN INPUT (Continued) <br /> <br />Ken Laws, 14346 Nowthen Boulevard N.W., Ramsey complained about the <br />snowmobilers going across his property. He commented about negative tokenism. He felt <br />that his property is treated like a playground for snowmobiles. He felt his residential rights <br />and sanity are being victimized by the snowmobiles and the dirt bikes. He commented that <br />the Ramscy Police Department is efficient; however, they cannot drive across snow to get <br />to the snowmobilers. He stated the City needs an honest dedicated City Council, not a <br />clan; there should not be favoritism shown. He stated he has yet to be given respect. The <br />City has recklessly subdivided his property for the water tower and took his trees. He <br />asked where the compassion and fellowship is and stated there is also a lack of <br />conversation. He stated he didn't come to preach to closed minds and vacant hearts as the <br />future of Ramsey depends on an unbiased united system. <br /> <br />Councilmember Peterson inquired of Mr. Laws if his property was posted. <br /> <br /> City Council/February 9, 1993 <br /> Page 4 of 9 <br /> <br /> <br />
