Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Peterson, <br />Beyer arid Hardin. Voting No: None. <br /> <br />Case 014: Report from Negotiating Committee <br /> <br />City Administrator Schroeder stated that the Negotiating Committee met and tabled the <br />adoption of the 1993 wages and benefits for Exempt employees and also tabled the <br />performance appraisal for the City Administrator. <br /> <br />Case #14A: Adopt' Resolution Supporting Legislation that Grants to <br /> Municipalities Greater Authority to Regulate Firearms <br /> <br />City Administrator Schroeder stated that the City of Minneapolis recently passed an <br />ordinance to provide their police department with the improved ability to provide regulation <br />of firearms and are asking support for this by their sister cities. This resolution asks it be <br />extended to the third and fourth class cities so every city would benefit by the same ability <br />to regulaie firearms. Police Chief Auspos has reviewed this resolution and is in support of <br />it. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adopt the <br />resolutiOn supporting legislation that pants to Municipalities greater authority to regulate <br />firearms. ' <br /> <br />Further discussion: Councilmember Zimmerman felt this resolution is a gun law and is <br />trying to itake away the rights to have guns. He felt adopting this resolution wouldn't be of <br />any assistance to the City of Minneapolis anyway. Councilmember Hardin stated that this <br />legislation is designed to allow the City more flexibility with regard to firearms. <br />Councilmcmber Zimmerman stated he has no problem with the Second Amendment as it is <br />now. Mr. Schroeder stated the intent is to provide a special ordinance that's been adopted <br />to which;the legislation can react. There was a previous concern that cities would abuse <br />their authority, therefore, the City of Minneapolis has said this is what we want and we can <br />regulate it under this ordinance. Councilmember Zimmerman stated that the cities who <br />have enacted gun laws have not deereaseed crime. <br /> <br />Motion failed. Voting Yes: Councilmembers Hardin and Peterson. Voting No: Mayor <br />Gilbertson, Couneilmembers Beyer and Zimmerman. <br /> <br />Case #I$: Discuss Proposed Waste Management of Minnesota, Inc. <br /> Settlement (Closed) <br /> <br />City Attorney Goodrich expected this case would be rather lengthy and due to the late hour, <br />suggested it be discussed at a later date. <br /> <br />Consensus was to schedule a meeting for 5:00 p.m., Monday, March 1, 1993, to discuss <br />this closed ease. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />None <br /> <br />City Council/February 23, 1993 <br /> Page 10 of 11 <br /> <br /> <br />
