'~o junk cars and stated he was not in favor of an ordinance that allows the storage <br />of junk vehicles. <br /> <br />Councilnaember Peterson expressed concern about passing such an ordinance and then not <br />being able to enforce it. <br /> <br />Councilmember Beyer felt there is not enough Staff to be consistent in the enforcement of <br />such ordinance and suggested having a Community Service Officer would help. <br /> <br />Councilmember Zimmerman felt that allowing one vehicle was fair to which <br />Councilmember Beyer agreed. Councilmember Zimmerman felt that the third option <br />should be a consideration. <br /> <br />Mayor Oilbertson felt that "picking and choosing" was not fair. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to introduce the <br />proposed ordinance, amending Section 9.11.02 Accessory Uses, Subdivision 2, of the <br />Ramsey City Code, to not allow any unlicensed vehicles. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. <br />Voting No: Couneilmembers Zimmerman and Beyer. <br /> <br />Further discussion: City Attorney Goodrich reminded Council that when this ordinance <br />returns for adoption it will need a 4/Sth's vote to pass. <br /> <br />Case #11: Municipality Facility Smoke Free Environment <br /> <br />City Administrator Schroeder stated that the smoking ban is recommended for all City <br />vehicles,i ~luipment and buildings, but does not include the grounds. The majority of the <br />discussion from Staff has been relative to park property because it is fairly unenforceable, <br />plus the effects of second hand smoke in the park areas would be minimal. The Police <br />Officers have taken exception to the ban of smoking in vehicles. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt <br />ResolutiOn ~t93-02-026 banning smoking in all Municipal buildings, equipment and <br />vehicles, !effective September 1, 1993. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Counci!members Beyer, Peterson, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #12: Report from Finance Committee <br /> <br />City Administrator Schroeder listed the cases the Finance Committee discussed and stated <br />that no ~'tion was needed by Council.
