! <br />I <br /> <br />ACCAP ihave the ability to construct such a project and that City Council provide this lot to <br />ACCAP'[at its estimated markct valuc of $16,000. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt <br />Resolufi0n ~s~3-02-025 designating the use of the 1993 CDBG funds. <br /> <br />Further discussion: Councilmember Peterson stated he would feel more comfortable with <br />new' construction as opposed to rehab and stated that if it is not new construction, Council <br />should reVisit the issue. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case gg: Proposed Ordinance to Amend the B-1 Business District <br /> <br />Zoning Administrator Frolik stated that in accordance with amendments recently made to <br />the B-3 and B-2 Business Districts, she drafted changes to the B-1 Business District. The <br />Planning and Zoning Commission have recommended merging Rural Business with B-1 <br />and adding day care centers as permitted uses. Ms. Frolik stated that a resident is in the <br />process of purchasing two pieces of property currently zoned Rural Business. He would <br />like the bUsiness zoning retained adjacent to Highway #10 but the southern end of the <br />property, is used for residential and he'd like it zoned accordingly. She indicated this <br />needed further research. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />introduce the ordinance amending the B-1 Business District Regulations. <br /> <br />Motion ~arr-r-ded. Voting Yes: Mayor Clilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Motion byCouncilmember Zimmerman and seconded by Councilmember Beyer to table the <br />introduction of the ordinance to rezone Rural Business properties to B-1 Business and <br />eliminating the definition of Rural Business and the Rural Business District from City <br />Code. '. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Case #10: Proposed Ordinance Amending Ramsey City Code Chapter 9 <br /> Section 9.11.02 Subdivision 2, Accessory Uses <br /> <br />City Administrator Schroeder stated this proposed ordinance received significant discussion <br />at the public hearing conducted by the Planning and Zoning Commission. The intent of the <br />original ,draft of the ordinance was to deal with the issue of motor vehicle sales on <br />residential property and how many vehicles would constitute an inappropriate use. The <br />number Of vehicles stored on residential property also was commented on. The City <br />Council Would have the following options with regard to the proposed ordinance: 1) Not <br />allow any unlicensed vehicles as originally proposed. This would allow for the easiest <br />enforcement, 'but may result in some political backlash; 2) Adopt the ordinance as <br />recommer~ded by the Planning and Zoning Commission which would allow the City to <br />control ~c number of vehicles sold on residential zoned properties; and 3) Change the <br />proposed iordinance to allow one unlicensed vehicle outside of the MUSA and Urban <br />Reserve .areas~and not allow any unlicensed vehicles inside the MUSA and Urban Reserve <br />areas of the City.
