Mr. Foster stated he agrees with thc recommendation of thc Planning and Zoning <br />Commission that 143rd Avenue N.W. be constructed following the relocation of Highway <br />~47 as it ~would be an unsafe situation the way it is now. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson that <br />143rd AWnue N.W. be allowed after Highway #47 is realigned providing for safe and <br />adequatel sight distances. <br /> <br />Ms. Frolik stated that Council has the authority to determine City participation in the cost of <br />public improvements on a ease by case basis. Based on the current inventory of vacant <br />sewer and. water lots, it is Staff's recommendation that the City cease financing <br />subdivisions until such time as the number of available lots decreases and the City has <br />recovered more of its outstanding investment in improvements for existing subdivisions. <br /> <br />Motion by Couneilmember Peterson and seconded by Councilmember Beyer to direct Staff <br />to determine if the property is in a TIF area and to set up a plan for financing. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br /> · I <br />and Z~mmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to grant <br />preliminary plat approval, as amended, of River's Bend 3rd Addition. <br /> <br />Motion oarried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmemmn. Voting No: None. <br /> <br />Mayor Cfilbertson recessed the regular City Council meeting at 9:44 p.m. <br /> <br />Mayor Gilbertson reconvened the regular City Council meeting at 9:59 p.m. <br /> <br />Mr. Dale Pehrson of 14276 Waco Street N.W. and Mr. Fred Streetar of 14284 Waco Street <br />N.W. wem present and expressed concern regarding the elevation of Lots 23 and 24. With <br />the elevation as is, if two-story homes are built on those lots, they will look down in the <br />Pehrson and Streetar back yards. They suggested maybe changing the offset from 40 to 50 <br />and from 35 to 25. <br /> <br />Council dixected Staff to research the issue of changing the offsets from 40 to 50 and the <br />front from 35 to 25 to see ff that is feasible. <br /> <br />Case 08: Allocate 1993 CDBG Funds <br /> <br />City Administrator Schroeder stated that a public hearing was held for requests for the <br />CDBG funds and the City received seven requests from public service agencies. He <br />recommended, because Ramsey is a growing community and has ever changing needs in <br />the planning area, that the City ought to encumber what it can toward planning. He felt that <br />if RamseY'submitted this proposal, it would likely meet with the approval of JoAnn Wright <br />who is tho Director of CDBG for Anoka County. He suggested $11,485.00 be used for <br />the land ~e plan update and the balance, $17,922, be allocated to ACCAP. Mr. Schroeder <br />stated that:the City has done significant research and found that from the County programs <br />that havo been operated in the past three years, 52% of the households receiving services <br />from ACCAP have received services in the area of weatherizafion, energy, energy repair <br />and housing rehabilitation. He also included, as a potential project operated by ACCAP, <br />the new :construction of a single family home on a lot in Gotham Sandy Acres to be sold to <br />a household within the low and moderate income guidelines.
