PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, February 23, 1993 at <br />the Ramsay Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to <br />hear comtnents regarding the 1993 Annual Street Maintenance Program. <br /> <br />Members Present: Mayor James Gilbertson <br /> Councilmember S heila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 8:08 p.m. <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that the following projects are included in tonight's public <br />hearing:: g93-01 Crow's Unplatted Addition, #93-02 Stanhope River Hills, #93-03 <br />Oakridge Estates, #93-04 High Point, #93-05 Gorham's Sandy Acres and Section 24 <br />Unplatted,//93-06 Pineview Estates and 2nd Addition, #93-07 157th Avenue - Section 21, <br />#93-08 161st Avenue Armstrong - Variolite and #93-09 Brookview/White Pines <br />Estates/Meadowbrook. <br /> <br />CITIZEN INPUT <br /> <br />Brad Thorud, 7826 - 161st Avenue N.W., Ramsey (Improvement Project//93-08) stated <br />that he lives across the street from Central Park. He stated that the Central Park parking lot <br />is used for the game fair parking and that generates about 30,000 vehicles driving down his <br />street to the park. Armstrong Kennels makes a profit on the game fair, the Jaycees make a <br />profit on the parking and the residents pay for the upkeep of the street. The City uses the <br />corner of the park to store rock for sealcoating plus the park is also used as one of the tree <br />recyclingdrop-offs. These two items also generate a lot of traffic. <br /> <br />Mr. Jankowski agreed that this is a unique situation. He stated that 161st Avenue N.W. <br />was paved in 1979. It is in bad shape because of never being sealed plus it does get a <br />higher legel of traffic. Mr. Jankowski stated that one consideration that came up when <br />161st Avenue N.W. was discussed at a Road and Bridge Committee meeting was that this <br />project be assessed differently from the others. If it were assessed the same as the other <br />projects, it would be about $1,400.00. The City would pick up 50% of the initial share of <br />the cost and then split 50% between the south and the north side and assess front footage <br />between Central Park and Federal Cartridge. <br /> <br />Public Hearing/1993 Street Maintenance Program/February 23, 1993 <br /> Page 1 of 2 <br /> <br /> <br />
