She also suggested charging a park entrance fee. <br /> <br />Finance Officer Helling stated that prior to 1990, 100% of the project was assessed as the <br />City didn't pick up any of the cost. <br /> <br />A resident (Improvement Project ~93-09) stated she did not receive notice last year of <br />Improvement Project ~92-10 and then she got assessed $115.38 for improvements on a <br />road she doesn't live on. The notice for Improvement Project #93-09 doesn't say anything <br />about her property and she is being assessed $643.00. She stated she paid the $115.38 for <br />improvements that didn't really benefit her and she would like that money back with <br />interest. <br /> <br />Mr. Jankowski stated that the confusion was that the whole area was scheduled to be done <br />last year but because of comments at the public hearing, that particular project was pulled <br />off the schedule; however, some of the new streets were seal coated. The person <br />responsible for the assessment rolls thought the project started where it didn't as the first <br />300 feet were not seal coated. Your property (to the resident) and three others were <br />assessed but did not receive the improvement. This year you will be getting an overlay and <br />you will be special assessed for it. The incorrect assessments have been noted in the <br />feasibility study. He added that he has received written comment from a person with two <br />properties, He was assessed for one share when the road was paved initially. One of his <br />properties is built on, the other is an outlot and outlots are not assessed. <br /> <br />Upon inquiry, Mr. Jankowski explained that if an assessment is paid in full within 30 days <br />of the date the special assessment resolution is passed, the property owner pays no interest. <br />After the 30 days, interest will be charged at two points above the prime rate. The final <br />amount is determined at the assessment hearing. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to close <br />the public heating. <br /> <br />Motion carded.
