PUBLIC HEARING
CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a public hearing on Tuesday, February 23, 1993 at
the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to
hear comments regarding the Grading and Paving Improvement of Bison Street N.W.;
Improvement Projects #92-20 and #92-23.

Members. Present:

Mayor James Gilbertson
Councilmember Sheila Beyer
Councilmember Glen Hardin
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
Finance Officer Sandra Ashley Helling
City Engineer Steven Jankowski
City Attorney William Goodrich
Zoning Administrator Sylvia Frolik

CALL TO ORDER

Mayor Gilbertson reopened this public hearing (Improvement Project #93-23) at 8:34 p.m.

CITIZEN INPUT

Councilmember Hardin inquired if there was any interest in leaving the cul-de-sac as is but
deeding the right-of-way to the City and the City would not extend the road through there
until a time when both property owners are no longer living there.

Andries Hillebregt, 16926 Bison Street N.W., Ramsey, stated he would have to talk with
his neighbor, Mr. John Anderley, who was away on vacation.

Councilmember Hardin commented it would be in the City's best interest to connect the
two roads. He stated there are three options: 1) Do the northern half of the project; 2) do
both projects; or 3) Vacate 171st and have a tremendously large cul-de-sac.

Tim Dusbabek, 7821 - 171st Avenue N.W., Ramsey, stated that the properties on the end
of Bison 'Street will not be sold for quite some time so he felt waiting until the properties
were sold was not an option. He added that the City should plan better when the
development takes place so traffic is more equally shared.

ADJOURNMENT

Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to
recess this public hearing until the residents affected are able to be present and can meet
with Staff with regard to the options.

Further discussion: Larry Sanders, 17135 Bison Street N.W., Ramsey - stated that Lots 3
and 4 are together so the numbers would change.
