I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Case W3: Proposed Ordinance to Establish Procedure for Moving <br /> Structures into and within the City of Ramsey <br /> <br />Zoning Administrator Frolik stated that currently there is no established procedure for <br />moving accessory and principal structures into and within the City of Ramsey. City Staff <br />and the Planning and Zoning Commission have been working on an ordinance establishing <br />such a procedure. <br /> <br />Council ~viewed the proposed ordinance and determined it was too vague. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to table the <br />introduction of the ordinance to establish procedure for moving structures into and within <br />the City Of Ramsey and directed that the Planning and Zoning review it and add <br />suggestions, be more specific and consider not allowing a moved-in structure in the sewer <br />and water'district. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case //4: Report from the Finance Committee <br /> <br />Finance Officer Helling gave a brief verbal report from the Finance Committee meeting held <br />earlier on fids date and gave Council the recommendations of the Finance Committee. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Resolution g93-04-060 approving final 1992 Budget Amendment. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman <br />and Hardin. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Motion by Councilmember Hardin and seconded by Couneilmember Peterson to adopt <br />Resolution. g03-04-061 establishing a financial policy for the purpose of designating the <br />working Capital portion of the general fund balance. <br /> <br />Motion tan'led. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Council dkected Staff to make the first payment due to the Lower Rum River Water <br />Management Organization but to research options such as the cost of Anoka County <br />administering the watershed, the cost of administering the watershed in-house, <br />reorganization of what currently exists or modifying what currently exists, and research <br />other Metro Area watersheds. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbenson to adopt Resolution <br />g93-04-062 authorizing purchase of a one ton 4 x 4 cab and chassis, dump body and hoist <br />and hydra-mm plow for the Public Works Department. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and <br />Zimmerman. Voting No: None. Absent: Couneilmember Beyer. <br /> <br />Motion by C°uncilmember Hardin and seconded by Councilmember Zimmerman to adopt <br />Resolution S93-04-063 establishing a budget for the 1993 Ramsey Clean-up Day. <br /> <br />City Council/April 27, 1993 <br /> Page 6 of 7 <br /> <br /> <br />
