The four
major property owners are paying for the planner.

City Adminisn'ator Schroeder inquired what options are being explored relative to the
McKinley Street extension and inquired about the time frame. He stated Ramsey is anxious
for Anoka to extend McKinley.

Mr. Kirohner replied that Anoka has not yet made decisions relating to McKinley to which
City Manager Nagel added they would have an answer to Ramqey by September.

RECESS

The joint Council meeting recessed at 6:12 p.m. for dinner.
The Council meeting reconvened at 6:30 p.m.

Case W2: Capital Improvements and Capital Outlay

City Manager Nagel noted the copies of the Capital Improvements and the Capital Outlay,
and the COmpilation of Public Works equipment from the Cities of Elk River, Dayton and
Champlin; He stated that having this list will make it easier for dries to share equipment.

City Administrator Schroeder stated that Ram~ey is looking to fund a Public Works facility
in perhaps 1996 and Anoka is planning to fund such facility in 1997. He suggested the
cities contemplate joint facilities also.

DiscussiOn ensued regarding the economics of sharing equipment, getting a volume
discount for the joint purchase of repair items and possibly sharing a facility. Mayor
Beberg suggested talking with the school districts regarding this same idea as well.

Case #3: Transportation Improvements Update

City Manager Nagel stated that the repaving of Highway #169 should be completed by
Friday night, May 7, 1993. He stated they are looking at an alternative with MnDOT for
the intersection of Main Street and Ferry Street. He stated they would like all the
improvements at the same time as the improvements to the Mississippi Bridge. He stated
the Ferry Street Bridge is designed for 36,000 to 37,000 vehicles and there are over
50,000 now. The traffic will not move any faster without another bridge. He hopes to
have a de~ision worked out by mid-July 1993, to go with the Mississippi Bridge which
would be a two-year project

Case #4: Dayton/Ramsey Bridge Update

City Administrator Schroeder stated that the City of Dayton has been going through a series
of meetings with the public regarding the Dayton/Ramsey Bridge. It is now in the hands of
a planning committee and they are holding neighborhood meetings. According to the
Mayor of Dayton, it will be a couple of months before a decision is made.

A joint toll bridge was discussed and the idea appeared favorable. City Engineer
Jankowsld stated that Ramsey's Planning and Zoning Commission was approached by a
couple of individuals regarding a toll bridge and it received a split vote. The
Commissioners against the idea felt that we wouldn't see a MnDOT bridge if a toll bridge
was erected. Mr. Schroeder stated that Dayton reported that the toll bridge idea has found
some favor.
Joint City Council Meeting/May 6, 1993
Ramsey/Anoka

i Page 3 of 5
