I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbenson to introduce the <br />ordinance authorizing vacation of street right-of-way of 162nd Lane N.W. between <br />Dysprogigm Street N.W. and Germanium Street N.W. in Barthel's Rum River Acres 2nd <br />Addition.~ <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and zimmerman. Voting No: None. <br /> <br />Case <br /> <br />Introduce Ordinance Repealing the Requirement of Precinct <br />Liaison Meetings between City Council and Ramsey Residents <br /> <br />City Administrator Sehroeder stated that Council had previously discussed repealing the <br />requirement of precinct liaison meetings because of the lack of attendance by the citizens. <br />They dir~ted the City Charter to review this issue and comment back to the Council. The <br />Charter Commission felt that because citizens are able to give input at the beginning of <br />every Council meeting and the fact there is a budget hearing where the citizens are also <br />invited to comment, that these precinct liaison meetings were unnecessary. <br /> <br />Mayor C¢_lbertson closed the regular portion of the City Council meeting at 7:26 p.m. in <br />order to conduct the public hearing. <br /> <br />Mayor C-ilbertson called the regular portion of the City Council meeting back to order at <br />7:26 p.m. <br /> <br />Motion b Couneilmember Peterson and seconded by Councilmember Beyer to introduce <br />the proposed ordinance repealing the reqmrement of precinct limson meetings between City <br />Council and Ramsey Residents. <br /> <br />Further discussion: Councilmember Peterson suggested asking the Charter to discuss the <br />issue of eiecting Council by precinct voting. Councilmembers Zimmerman and Beyer felt <br />the City of Ramsey is "not to that stage yet" and that this type of election induces heavy <br />lobbying. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Couneilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />10 <br /> <br />I <br />I <br /> <br />Motion by Councilmember Peterson and seconded by Couneilmember Hardin to direct the <br />City Charter to look into the possibility of the City Council being elected by ward and <br />precinct. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Case #3: Improvement Project #92-20; Paving of Bison Street N.W. <br /> <br />City Engineer Jankowski stated the regrading and bituminous paving of Bison Street N.W. <br />was considered by the City Council at a public hearing held on February 9, 1993. The <br />improvement was considered as two separate projects with the above project having the <br />public hearing closed on February 9, 1993 and the southern project having its public <br />hearing reeonvened two more times before it was finally closed on March 9, 1993. The <br />southern project could not be pursued further because of a lack of consensus on its <br />definition, On April 13, 1993, the northern project was authorized to proceed, having <br />passed the;60-day comment period without receiving a petition in opposition to the project. <br />Mr. Janko..wsld stated that after the Council meeting of April 27, 1993, the City received a <br />petition against proceeding with the northern project, signed by three of the six property <br />owners id-gntified as benefitted property owners. Since the receipt of this petition, City <br />work on :~e project has been temporarily suspended. Mr. Jankowski stated he reviewed <br />this issue with the City Attorney and it has been concluded that the petition cannot stop the <br />City Council/May 25, 1993 <br />Page 5 of 9 <br /> <br /> <br />
