I Ie I I I I I Ie I improvement project because it was received beyond the specified 60-day period and the petition has not been signed by greater than 50% of the benefitted property owners. However; a petition by 50 percent of the property owners has been presented to the Council, asking to stop the project and the Council does have the ability to proceed or terminatelthe project. Aaron Hint#n, 17200 Bison Street N.W., Ramsey, stated he has had concerns about the cost of paving and has been against it ever since Dellwood platted that plot. He stated he did not previously have a chance to come before City Council and express his concerns about the .cost of paving not being fair to him. He stated he cannot afford the improvement and that-he is happy with dirt roads. Larry Sanders, 17135 Bison Street N.W., Ramsey, stated he brought in the petition with the three Signatures to Council and was told he could turn it in at that time. He stated that he has sitice talked to some of the other property owners and found out they also would have signgd it which would have made it over 50% of the affected property owners. He felt it did not make sense to pave one block and have another block be dirt road. Mr. Jankowski stated that the agreement with Dellwood is that this part of the road would be paved. City Administrator Schroeder stated there are approximately 143 miles of roadway in the City and 6.4 of those miles are unpaved. The street paving issue was addressed by the Road and ;Bridge Committee and the intent is to have all streets within the City paved. The City currently owns two older road graders and if there are no dirt roads left in Ramsey, the City could get by with just one grader. John Andefley, 16917 Bison Street N.W., Ramsey, stated that he "could have assumed this would happen" because the City could not define what was acceptable traffic. He felt it is more of a political issue than a traffic issue. He stated that whenever the road gets bad, his traffieiincreases. He, too, felt it does not make sense to do it and added that Council is seeing th#results of their decision now. Motion by Councilmember Peterson to proceed with Improvement Project g92-20, paving of Bison Street N.W. I I I I I Ie I I Motion died for lack of a second. Case #4: Request for Final Plat Approval of River's Bend 3rd Addition; Case of Elizabeth Raudio and Rick Foster Zoning Administrator Frolik stated that the approved preliminary plat for River's Bend Addition Consisted of 32 single family lots and eight commercial lots. The applicants have submitted a request for final plat approval of the first phase of the plat which is 17 single family lots. She stated there are a couple of amendments to the Development Agreement. The language has been revised to more clearly reflect the agreements made regarding the past per~it~. Motion by Couneilmember Zimmerman and seconded by Councilmember Beyer to adopt Resolution g93-05-091 granting final plat approval to River's Bend 3rd Addition, contingent upon compliance with Staff review letter. Motion carried. Voting Yes: Mayor Gilberts#n, Councilmembers Zimmerman, Beyer, Hardin and Peterson. Voting No: None.
