I <br />Ie <br />I <br /> <br />I <br />I <br />I <br />I <br />Ie <br />I <br /> <br />improvement project because it was received beyond the specified 60-day period and the <br />petition has not been signed by greater than 50% of the benefitted property owners. <br />However; a petition by 50 percent of the property owners has been presented to the <br />Council, asking to stop the project and the Council does have the ability to proceed or <br />terminatelthe project. <br /> <br />Aaron Hint#n, 17200 Bison Street N.W., Ramsey, stated he has had concerns about the <br />cost of paving and has been against it ever since Dellwood platted that plot. He stated he <br />did not previously have a chance to come before City Council and express his concerns <br />about the .cost of paving not being fair to him. He stated he cannot afford the improvement <br />and that-he is happy with dirt roads. <br /> <br />Larry Sanders, 17135 Bison Street N.W., Ramsey, stated he brought in the petition with <br />the three Signatures to Council and was told he could turn it in at that time. He stated that <br />he has sitice talked to some of the other property owners and found out they also would <br />have signgd it which would have made it over 50% of the affected property owners. He <br />felt it did not make sense to pave one block and have another block be dirt road. <br /> <br />Mr. Jankowski stated that the agreement with Dellwood is that this part of the road would <br />be paved. <br /> <br />City Administrator Schroeder stated there are approximately 143 miles of roadway in the <br />City and 6.4 of those miles are unpaved. The street paving issue was addressed by the <br />Road and ;Bridge Committee and the intent is to have all streets within the City paved. The <br />City currently owns two older road graders and if there are no dirt roads left in Ramsey, the <br />City could get by with just one grader. <br /> <br />John Andefley, 16917 Bison Street N.W., Ramsey, stated that he "could have assumed <br />this would happen" because the City could not define what was acceptable traffic. He felt it <br />is more of a political issue than a traffic issue. He stated that whenever the road gets bad, <br />his traffieiincreases. He, too, felt it does not make sense to do it and added that Council is <br />seeing th#results of their decision now. <br /> <br />Motion by Councilmember Peterson to proceed with Improvement Project g92-20, paving <br />of Bison Street N.W. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Ie <br /> <br />I <br />I <br /> <br />Motion died for lack of a second. <br /> <br />Case #4: <br /> <br />Request for Final Plat Approval of River's Bend 3rd Addition; <br />Case of Elizabeth Raudio and Rick Foster <br /> <br />Zoning Administrator Frolik stated that the approved preliminary plat for River's Bend <br />Addition Consisted of 32 single family lots and eight commercial lots. The applicants have <br />submitted a request for final plat approval of the first phase of the plat which is 17 single <br />family lots. She stated there are a couple of amendments to the Development Agreement. <br />The language has been revised to more clearly reflect the agreements made regarding the <br />past per~it~. <br /> <br />Motion by Couneilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g93-05-091 granting final plat approval to River's Bend 3rd Addition, <br />contingent upon compliance with Staff review letter. <br /> <br />Motion carried. Voting Yes: Mayor Gilberts#n, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson.
