Waste Management is requesting that the City of <br />Ramsey take formal action to accept the 50 acres of land on the north side of the landfill in <br />lieu of them COnstructing a ski hill. <br /> <br />Mayor (3i bertson stated that the ski hill was discussed with the Minnesota Pollution <br />Control Agency and they do not want anyone on the cap of the landfill. They feel a ski hill <br />is not feasible. ' <br /> <br />Councilmcmber Zimmerman reiterated that the MPCA was not in favor of the cap on the <br />landfill possibly being punctured ff it were to be used for something recreational. <br /> <br />Consensus of the Council was that a subcommittee should be formed consisting of a couple <br />of Coun~iiraembers and Staff to discuss the issue of the landfill/ski hill and bring back a <br />recommer~dation to Council. Councilmember Peterson and Zimmerman volunteered to <br />service on the committee. <br /> <br />Case #13: Introduce Ordinance to Amend City Code Section 9.11.02 <br /> (Accessory Uses) <br /> <br />Zoning Administrator Frolik stated that City Staff, the Planning and Zoning Commission <br />and the (~ity Council have been attempting to reach some agreement to proposed <br />amendmefits to Section 9.11.02 (Accessory Uses) of the Ramsey City Code. The areas of <br />conflicting opinions related to: a) whether or not developers in the rural district should be <br />allowed toiinclude mad right-of-way when meeting minimum lot size requirements; b) the <br />appropriate amount of acreage that should be required in order to construct metal accessory <br />structureS;[ c) how to deal with those property owners in so-called 2.5 acre plats that do <br />not have 2,~5 acres, the current lot size threshold for having metal accessory structures; and <br />d) the number of unlicensed vehicles that should be allowed for outside storage on a <br />property. ~ subcommittee of Council members and Planning and Zoning Commission <br />members'Was formed. This Committee, consisting of Mayor Gilbertson, Councilmembers <br />Hardin and Zimmerman, Chairperson Bawden and Commissioner Deemer met on June 29, <br />1993 to di~cuas the list of issues. Commissioner Hendriksen was also on the committee <br />but not al)~ be present at the workshop. Ms. Frolik reported the following actions taken <br />by the co .m~ttee: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />Bya unanimous consensus, the definition of 'accessory building' was amended to <br />clafif/y that attached garages are considered accessory buildings and that the primary <br />acde~ s~ory building would be the attached garage or in the absence thereof, the initial <br />detached garage constructed on a property. <br />unammous consensus, a definition for 'Personal Services' was added to City <br /> <br />By,unanimous consensus, language was added to prohibit the showing for sale of <br />m/a'e than one vehicle on property not zoned for motor vehicle sales. <br />By[ unanimous, consensus, Subdivision 3 of 9.11.02 was amended so that the <br />loc~ttion of accessory buildings so as not to prohibit orderly resubdivision of the <br />)fl~tc~. becomes the responsibility of the property owner rather than the Building <br />By a unanimous consensus, it was clarified that the maximum accessory building <br />height regulations apply to detached accessory buildings. <br />BY !unanimous consensus, references to lot sizes were converted from in terms of <br />ac~s to in terms of square feet for accuracy purposes. <br /> <br />City <br /> <br />Council/July 13, 1993 <br />Page 11 of 15 <br /> <br /> <br />
