Six <br />months ago he received a petition with 14 to 15 names on it requesting this road be <br />blacktopp~. The 60 days had already passed when two people came in with a petition <br />against th~ blacktopping and Council threw the project out. He inquired when it would be <br />blacktopp~kl and added that they have paid their dues and it is not fair to them. <br /> <br />City Engineer Jankowski stated that if more than 50% of the affected property owners are <br />opposed to a project, it gets rejected, however, City Council can initiate the project again.' <br /> <br />Mr. Bob King, no address given, stated he moved here in January and thought that the <br />blacktopp~g was a "done deal". He sated there are four people for the project and three <br />against it but when Councilmember Peterson brought it up for a vote to do the project, no <br />other Couti~cilrnember seconded his motion. <br /> <br />Mr. John~n reminded Council that the 60 days had passed. <br /> <br />Bill BuddiCk, no address given, stated he pays very high taxes and he has to "take a boat to <br />his property." because of the road. <br /> <br />Larry Mattson, no address given, stated in 1991 he decided to look for a piece of property <br />and ended pp in the City of Ramsey. He found property, and asked about Bison Street and <br />plans for :paving it. He was reassured by the City that the paving would be done. He <br />added he ia upset that it is not being done and felt that the property would be valued higher <br />if the road iwere paved. He suggested getting the project going before the costs rise too <br />much. <br /> <br />City Attorney Goodrich stated that Council could order a feasibility study and a public <br />hearing. <br /> <br />Mr. Johnso~ stated that Dellwood Addition has put money into an account for paving and <br />he inquiredlwhat has happened to it. <br /> <br />Mr. Goodrich stated that it is still in the account and that the interest will also be applied to <br />the project~ <br /> <br />Councilmember Ilardin inquired of Mr. Johnson if he would be interested in participating <br />in the cost rto which Mr. Johnson replied that this is not a fair question as he's already <br />blacktopped his street <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to schedule <br />the public heating for Bison Street paving (Northern section) for 7:00 p.m., Tuesday, <br />August 10, <br /> <br />Further disgussion: David Jenks, 7930 - 171st Lane N.W., Ramsey, inquired why <br />previous m0tiotls to pave the street had "died". Mayor Gilbertson replied it was because no <br />one could agre~ on anything and there was not a consensus of the Council as to what the <br />affected property owners wanted. Mr. Jenks stated that the petition meant the residents <br />wanted tho ~)ad paved. Mr. Goodrich stated that the Council has the authorization to not <br />proceed if'~ey choose. Couneilmember Beyer stated that every time Bison Street paving <br />came up, there was something different that people wanted. Bruce Johnson stated that the <br />cul-de-sac on Bison had nothing to do with his end of the project. Mayor Gilbertson stated <br />that Counc)il does want to do the project. Mr. Johnson stated if that was so, <br />Councilmember Peterson's motion should have gotten a second last time.
