' regarding a hardship they were encountering in meeting the 10 foot side yard <br />setbacks. ~They explained that the market demand is for homes with triple attached garages <br />and they. qannot construct those styles of homes on an average urban lot in Ramsey and <br />simultane4usly maintain the 10 foot side yard setback on both sides of the property and the <br />architectl~al integrity of the home. At that meeting, Council directed that the Board of <br />Adjustmeat conduct a special meeting to consider a four (4) foot variance to the side yard <br />setback etI the garage side for the lots in Amber Ridge. The Council also directed that the <br />Planning. and Zoning Commission initiate action to reduce the side yard setback on the <br />garage sid~ from ten feet to six feet. The Planning and Zoning Commission conducted a <br />public heating and is recommending Council approve amending City Code to reduce the <br />side yard setback from 10 feet to six feet for the uninhabitable portion of structures in the <br />Urban Re~identiai district. Commissioner Deemer introduced a motion to reduce the <br />structure,s~tback from thoroughfares from 110 feet to 83 feet. Staff is recommending that <br />the issue of setback from thoroughfares be tabled for further review. <br /> <br />Motion by, Councilmember Peterson and seconded by Mayor Gilbertson to introduce the <br />ordinance ~educing the side yard setback in the R- 1 Urban Residential District and that the <br />issue of re4t, ucing the thoroughfare setback be further researched. <br /> <br />Motion can'ied. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case 09: Selection of Engineering Consultant <br /> Comprehensive Water System Study <br /> <br />to Perform <br /> <br />City Engineer lankowski stated that the recent rapid growth of our City water system, <br />coupled Vdrth the realization that the water utility has limited "firm well" capacity, led the <br />City CounCil to direct that Staff solicit proposals for a comprehensive water systems study. <br />He sent request for proposals to six Metropolitan Area consulting frans and received <br />proposals ~r_om all six. He summarized the proposals. He stated he is recommending <br />Bonestroo~ Ro~ene, Anderlik & Associates because they have the most experience with this <br />line of work and they also have an on-staff hydrologist. <br /> <br />Finance Officer Hart stated that because of the nature of the study, the utility fund should <br />bear the brunt of the charge for this water study. She stated the water and sewer fund rates <br />should be Covering everything but they are not; they are losing money. She recommended <br />an increase in the Sewer Availability Charge (SAC) from $725 to $750 and an increase in <br />the Water Availability Charge (WAC) from $750 to $800 effective August 1, 1993. <br /> <br />Councilmombex Beyer stated there is quite a difference between revenue and expenses and <br />that Staff should be very conscientious and check these. <br /> <br />Ms. Hart stated that these utility charges will be reviewed at budget time. <br /> <br />Motion .byiCouncilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resoluuott g93-07-137 receiving proposals and awarding contract for Phase I of a <br />Comprehe.nsive Water System Study and to adjust Water Availability Charge and Sewer <br />Availabilit~ Charge to cover the cost of this study. <br /> <br />Motion ca_~ried.
