Case #1: Adopt Resolution to Reallocate 1992 Community Development <br /> Block Grant (CDBG) Funds <br /> <br />Mayor Gilbertson adjourned the regular City Council meeting at 7:15 p.m. in order to <br />condUCt tlie public hearing. <br /> <br />Mayor C]~l~ called the regular City Council meeting back to order at 7:16 p.m. <br /> <br />Ms. Frolik stated that City Staff is recommending allocating the 1992 CDBG dollars for the <br />purpose o~ funding planning efforts. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolutioh #93a-f 08-156 to designate the use of $23,918.00 in unallocated 1992 CDBG <br />funds for planning purposes. <br /> <br />Motion caxried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and zimmermoa. Voting No: None. <br /> <br />NEW BUSINESS <br /> <br />Case ~: Anoka Area Hockey Association <br /> <br />Finance Officer Hart stated that the Anoka Area Hockey Association has requested renewal <br />for a' pren~ 'scs permit. She informed Council that additional review of their records has <br />been done and they are in compliance with City Code. She recommended Council approve <br />their request. She added that Mr. Vic Bunes is present to answer any questions. <br /> <br />Counc~flmember Zimmennan stated that the City has seen tremendous disparity between the <br />Anoka Atga Hockey Association and other charitable gambling organizations operating in <br />the City. <br /> <br />Mr. Vic BUries, representing Anoka Area Hockey Association, stated that up until March, <br />his organigafion had only one site in the City of Ramsey and that was at McDuffs which <br />does .~pt l~ave, a large volume of business. They now operate at J.R.'s but there are two <br />gambling organizations there which cuts their gross income in half. He stated they have <br />also seen a cut since the casinos have been opened. He listed the amounts given to the City <br />since March. <br /> <br />Ms. Hart ~assured Councilmember Zimmerman that it is not the Anoka Area Hockey <br />Associaflo~ that the City is having trouble with being in compliance; that is the Anoka Area <br />Ice Arena; <br /> <br />Councilm~m~ Beyer stated that City Staff had previously "jumped the gun" reporting on <br />the organ!zattons and that they mislead Council about which organization was not in <br />compliance. <br /> <br />Couneilm~mber Zimmerman stated that in an attempt to make it fair for all the organizations <br />to apply f~ a license, he felt the best the City can do is apply the charitable gambling fee to <br />gross receipts. <br /> <br />Motion by Councilmember Zimmerman to place a moratorium on approving gambling <br />licenses. <br /> <br />CitY Council/August 10, 1993 <br /> Page 4 of 10 <br /> <br /> <br />
