Mr. BUrieS stated that the City will put them out of business if they place a moratorium on <br />issuing lille permit for a month. That will mean that 17 people will lose their job and <br />Ramsey ~ lose the organiz_a_fi_'on off thc tax role. He reiterated that they are in compliance <br />and that lids is not fair to the Anoka Area Hockey Association. He stated if the City wants <br />to chanse[it's 8ambling rules, he has no problem with that but he does have a problem with <br />the rules bein$ changed in the middle of their application process. <br /> <br />City Attorney Goodrich stated that the City Council can table action on this issue but it is <br />not legal tO place a moratorium on approving the permit. <br /> <br />Mr. Buries inquired why they were being singled out. He noted that Council had approved <br />gamblin~ ~mits at their last Council meeting. <br />Councilm.~. tuber Beyer stated she agreed with Councilmember Zimmerman and seconded <br />his motion. <br /> <br />Counciln~mber Peterson inquired of Councilmember Beyer if she truly wanted to second <br />an illegal .motiOn. Councilmember Beyer allowed her second to stand. <br /> <br />Mr. Buries stated that this action will be putting them out of business. He stated that the <br />organi.zatl~, n has paid taxes and that the money is used to help the youth in Anoka County <br />which include~ Ramsey; it goes back into the community. <br /> <br />Councilmember Zimmerrnan stated there are two other organizations, the Cystic Fibrosis <br />organization and the Ramsey Lions Club and they have paid $12,000 to the City, whereas <br />the Anoka Ama Ice Arena and the Anoka Area Hockey Association have not paid hardly <br />anything, ' <br /> <br />Mr. Buries stated that Council is confused and that The Anoka Area Ice Arena is the <br />organiza_..fipn that has not sent in their proper forms to the City. He stated that the reason <br />Cystic Fiblosis gave so much to the City was that they were the only organization at J.R.'s <br />at the ~ and did not have to share their amount of business. He added that they (Anoka <br />Area Hockey Association) have only had a three month reponing period and they have paid <br />$2,500. <br /> <br />Councilmember Zimmerman inquired of Mr. Bunes if he could guarantee a return of <br />$4,000 Pe~r quarter to the City to which Mr. Bunes replied he could not guarantee anything <br />like that. <br /> <br />Councilmember Hardin stated he is not in favor of a moratorium. The application should <br />be review~exl and ff there are any concerns, they should be referred to the Finance <br /> <br />Mr. Bun¢~ stated he is not against paying taxes in the City of Ramsey and reminded <br />Council Once again that his organization is in compliance with the present City Code. <br /> <br />City Attorpey Goodrich stated he would review State Statutes with regard to charitable <br />gambling. <br /> <br />Motion failed. Voting Yes: Councilmembers Zimmerman and Beyer. Voting No: <br />Couneilmombers Hardin and Peterson.
