Motion.b~t Couucilmember Hardin and seconded by Councilmember Peterson to adopt <br />Resolutio.~ ~93-08-157 approving Anoka Area Hockey Association Renewal Applications <br />for Premi~ Permits for gambling at two sites in Ramsey. <br /> <br />Further discu~sion: Councilmember Beyer suggested that City Attorney review the City <br />Code and~~ compare it to the State Statutes and find out about using gross receipts as <br />opposed!tO nOt for an amount paid to the City. Councilmember Zimmerman stated that the <br />City of Raims~y could then "get a couple dollars for the parks department and for the City". <br />Mr. Brines stated that basing the amount on gross receipts is being challenged in court right <br />now as I~,ing unconstitutional. He stated that they do not hold onto their money. They <br />have to spend lit or they lose the status of being a non-profit organization. Councilmember <br />Zjmmorman stated that "gambling is like liquor or cigarette tax, if you wanna play, you <br />have to P4Y". He then inquired how many City Counci!members are in favor of changing <br />the City Qode.with regard to charitable gambling. Ms. Hart stated that a subcommittee will <br />be form,~ with members from City Council and Staff meeting with representatives of <br />gamblin8 Iorltanizations. She stated we want to know how to best get dollars for parks, <br />etc., with01~t hindering the gambling organizations. <br /> <br />Motion ctlrried. Voting Yes: Councilmembers Hardin, Peterson and Beyer. Voting No: <br />Counciln~mber Zimmerman. Abstain: Mayor Gilbertson. <br /> <br />Motion b~Councilmember Peterson and seconded by Councilmember Beyer to nominate <br />Council~¢mhers Zimmerman and Beyer to represent the Council on the aforementioned <br />committ~to deal with charitable gambling. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimm~rman. Voting No: None. <br /> <br />Case #3: Address Changes <br /> <br />City 3,dm~strator Schroeder stated that the City becomes aware from time to time of an <br />error in th~ address map. The Police Department has suggested three residences that would <br />more apgtgp, riately have a different address. The issue is for public safety purposes. The <br />affected tosidents were notified and the address change would become effective January <br />1995. <br /> <br />Ramona O'Donnell, 7300 - 150th Lane N.W. stated that she has lived in her home for 15 <br />years and .lbere have not been past problems of emergency vehicles being able to find their <br />home. Shg. suggested that a change of address would cause more hassle and that it is <br />ridiculous ~o do it. <br /> <br />Councilmomber Zimmerman stated that he has told Zoning Administrator Frolik to pay <br />closer attention when the addresses are assigned so that this does not happen. <br /> <br />Mayor Cdlbcrtaon stated that Ms. Frolik was not here 15 years ago when these addresses <br />were assign, ed. <br /> <br />Motion byiCouncilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolufionf #9~1-08-158 changing certain addresses in the City of Ramsey and rescinding <br />ResolutiOnS#93-07-134. <br /> <br />Motion carried.
